He kept watch for about three minutes but didn’t see anyone leave the vehicle. Then, a woman ran from N Morton Street and Tyler Street to the car. After she got into the driver’s seat, Deputy Miller noticed what looked like exhaust fumes coming from the car, as if the driver was trying to leave. Deputy Miller approached the vehicle but did not use his lights first. When he made contact with the woman, she was in the driver’s seat and identified herself as Shannon. His vehicle was parked with the front on the tracks, and the passenger side front tire was over the rail. Shannon told him she was coming from Idaho and heading to Yakima, Washington. When asked where she was, she said Clearwater, even though she was in Colfax. While talking to Shannon, Deputy Miller noticed the smell of alcohol and saw other signs of impairment. He was confused about how her car got onto the tracks, which are fenced off, so he looked at tire marks to figure out her route. Officer Joseph McCollum from Colfax Police also spoke with Shannon while Deputy Miller retraced her steps. She agreed to do field sobriety tests. The first test was the Horizontal Gaze Nystagmus (HGN). Shannon kept turning her head and didn’t follow instructions properly. Because of that, the test couldn’t be completed. At that moment, he saw blood coming from her right pinky finger. He retrieved a first aid kit and gave her a gauze pad to stop the bleed. The next test was the Walk and Turn. During this, Shannon didn’t touch heel-to-toe and missed steps. For safety, Deputy Miller stopped the tests and placed Shannon under arrest. Since her finger was bleeding again, he called paramedics. Once EMS treated her, she was taken to the Whitman County Jail. There, he read her the implied consent warning. She refused to take a breath test. She was handed over to a jail officer to be held. Deputy Miller applied for a warrant to force a blood test. Judge John Hart approved it around 10:20 PM. The warrant was explained to Shannon before a volunteer firefighter tried to draw her blood. When that failed, she was taken to Whitman Community Hospital. After five attempts, they still couldn’t get blood. On the ride, Shannon told Deputy Miller she had been kicked out of a friend’s house after drinking. She said she decided to drive then, even if she shouldn’t have. Back at the jail, she was handed over to a corrections officer. Sergeant Cooper searched her vehicle but found no insurance card. It was also clear her Idaho registration was suspended. Shannon was booked for DUI under RCW 46.61.502 and for driving a vehicle with suspended registration under RCW 46.29.605.6. 48:32 Wut? If you enjoyed this BodyCamBust video.
