On June 19, 2024, and July 8, 2025, Toledo Police faced two separate armed-suspect incidents that rapidly escalated into officer-involved shootings. This bodycam case study examines the Joshua Garner and Aaron Soll encounters, including 911 calls, police bodycam footage, tactical decisions, and the eventual court outcomes. In the first incident, Toledo Police responded to reports of an armed man threatening people in a residential neighborhood. The suspect, Joshua Garner, fled from the responding officer while armed with a handgun. During the pursuit, the encounter escalated into an exchange of gunfire between Garner and the officer. Remarkably, neither Garner nor the officer was struck. Garner was taken into custody and faced multiple charges, including felonious assault, domestic violence, improperly discharging a firearm, and tampering with evidence. In January 2025, Garner was found not guilty by reason of insanity on charges stemming from the incident. In the second incident, Toledo Police responded to a domestic violence call involving Aaron Soll. Officers met with the victim and observed noticeable injuries to her face before approaching the apartment where Soll had gone. Soll eventually emerged from the apartment armed with a firearm and failed to comply with officers’ commands. An officer fired, striking Soll in the hand. Soll retreated into the apartment before later surrendering and being taken into custody. This case study examines the incident using publicly released police bodycam footage, dashcam video, surveillance footage, cellphone video, 911 calls, dispatch audio, witness recordings, and investigative findings, when available. Analysis and commentary are provided from the perspective of a former federal agent, former law enforcement officer, and digital forensics examiner. Whether you are an aspiring law enforcement officer, a current officer, criminal justice student, attorney, first responder, or simply interested in public safety, these case studies are designed to highlight tactical decision making, officer safety principles, legal considerations, and practical lessons that can be applied to real-world law enforcement encounters. ⚠️ VIEWER DISCRETION ADVISED ⚠️ This video contains real police bodycam footage from a critical incident that some viewers may find disturbing.
