Please like, comment, and SHARE! 🙏 🔍 Episode Overview: On October 20, 2023, at approximately 11:14 PM, Patrolman Matthew Zibrin of the Shrewsbury Police Department noticed a 2004 Toyota traveling at 60 MPH in a 35 MPH zone. The vehicle was on the incorrect side of the road and exhibited reckless driving behavior on Broad Street near Silverbrook Road. Patrolman Zibrin activated his emergency lights and initiated a traffic stop. Once the driver came to a halt, he approached the vehicle and identified the driver as 30-year-old Emelyn Robles. Patrolman Zibrin informed her that she was speeding and driving on the incorrect side of the road. He inquired about her origin, to which Emelyn responded that she had just left The Butcher’s Block, a restaurant located in Long Branch. The officer then asked if she had consumed any alcohol, and she acknowledged that she had. Due to his concerns about her potential impairment, Patrolman Zibrin requested that Emelyn exit the vehicle to conduct field sobriety tests. Patrolman Zibrin began with the Horizontal Gaze Nystagmus (HGN) test, also assessing for vertical nystagmus. The next field sobriety test administered was the Walk and Turn test. During this test, Emelyn did not successfully touch heel-to-toe with each step and made an improper turn. The final field sobriety exercise was the One Leg Stand test, in which Emelyn demonstrated instability and did not lift her foot correctly. Due to her erratic driving, admission of alcohol consumption, and her failure to properly perform the field sobriety tests, Patrolman Zibrin arrested Emelyn for driving under the influence. A search of her vehicle uncovered an open container of alcohol. Following this, her vehicle was impounded for a required 12-hour hold in accordance with John’s Law, and Emelyn was taken to the Shrewsbury Police Department for processing. At the police headquarters, the Standard Statement for Motor Vehicle Operators was presented to Emelyn, who declined to provide breath samples. Patrolman Zibrin issued her several citations: operating under the influence, refusal to submit to a chemical test, speeding 25-29 MPH, reckless driving, careless driving, improper traffic on marked lanes, and possession of an open container of alcohol. Court records show that on February 15, 2023, Emelyn admitted guilt to operating a vehicle under the influence. As a consequence of her plea, she must utilize an ignition interlock device for three months, attend a 12-hour program at an intoxicated driver resource center, and pay $690 in fines. She entered a “not guilty” plea regarding the refusal to submit to a chemical test, and she was subsequently acquitted of that charge. Additionally, the five other tickets for offenses including speeding, reckless driving, careless driving, traffic violations on marked lanes, and possessing an open container of alcohol were dismissed at the discretion of the prosecutor.
