Please like, comment, and SHARE! 🙏 🔍 Episode Overview: At 1:30 a.m. on December 3, 2023, Officer Noah Kvamme saw two cars break traffic laws near W. Broad Street and Old Epps Bridge Road. A 2018 Ford Fiesta and another car drove past a stop sign. The Fiesta then ran a red light on another road as its driver continued after the other car. Kvamme suspected road rage, but learned the driver was only following the car. The driver, 26-year-old Anna, pulled over, and Kvamme went to speak with her. He noticed several traffic violations and smelled alcohol as they talked. Anna said she had three drinks that night. Believing she was impaired, Kvamme asked her to get out and take sobriety tests in a parking lot. First, he gave Anna the Horizontal Gaze Nystagmus test. Her eyes failed to track his pen smoothly and jerked at certain angles. She also could not cross her eyes. During the Walk and Turn test, she failed to walk heel to toe and turned the wrong way. On the One Leg Stand test, Anna could not keep her foot raised and used her arms to balance. Kvamme repeated the eye test, then decided she was unsafe to drive. Anna refused a breath test. When Kvamme asked about past DUI arrests, she admitted she had one at age 21. She had been driving erratically, smelled of alcohol, and said she had been drinking. After she failed the roadside tests, Kvamme arrested her for DUI. At the jail, Kvamme read Anna the Georgia Implied Consent Notice. She refused to provide blood or breath samples. A female officer arrived to search her, and her friend took the car. Kvamme then drove Anna to the Clarke County Jail for further processing.
