It really helps us do original reporting like this. 🔍 Episode Overview: At 10:54 PM on July 13, 2023, Officer Devin Fowler from the Bellefontaine Police Department answered a call about a potential drunk driver. The driver had just left the Village Pantry in a Honda. Officer Fowler found her parked at the corner of North Detroit Street and West Watson Way. After talking with her and her passenger, he noticed signs that she might be intoxicated. The driver couldn’t show any ID but said her name was J. Irwin. Officer Fowler suspected Jade might be impaired and invited her to do some field sobriety tests. The first test was the Horizontal Gaze Nystagmus (HGN) test. He noticed that her eyes did not move smoothly. There was also distinct nystagmus when her eyes were turned to the side, and it started before reaching 45 degrees. However, he did not see any vertical gaze nystagmus. Next, he asked her to try the One Leg Stand test, but she said she couldn’t do it. The last test was the modified Romberg test, where she had to guess when 30 seconds had passed. Officer Fowler ended this test after 90 seconds since she couldn't estimate the time. The officer reviewed the witness report and observed signs that Jade was impaired. She struggled to complete the field sobriety tests. As a result, the officer arrested her for operating a vehicle impaired (OVI) and took her to the Logan County Jail for processing. At the jail, he presented Jade with BMV form 2255, but she refused to provide a urine sample for testing. Because of her refusal, she was informed that her driver’s license would be suspended for a year or until the BMV decided to reinstate it. Two days later, Jade faced another arrest for OVI, even though her license was already suspended. Court documents reveal that in September 2023, she was found guilty and received a suspended jail sentence of 30 days.
