Two individuals, shoveling snow, noticed her and alerted the police. When Lieutenant Kabo arrived, he found the driver, later identified as 31-year-old Hannah Papendick. He quickly reported over his radio that he needed to give her Narcan because she was not responding and had unusual breathing. Soon after, first responders from the Ventnor City Fire Department arrived with Narcan, and Lieutenant Kabo administered the first dose. Officer Jose Liriano arrived a few minutes later. Lieutenant Kabo told him that the serious damage on her vehicle matched a description from a previous accident. This incident involved a city front-end loader during snow removal at 3:19 PM. Afterward, ambulance personnel gave Hannah another dose of Narcan, and she started to regain consciousness. After regaining consciousness, Hannah declared she was okay and wanted to go home. Officer Liriano, suspecting she was impaired, told her to get out of the car and informed her of her arrest. Once handcuffed, Hannah changed her mind and asked to go to the hospital instead. An ambulance took her to Shore Medical Center in Somers Point, NJ. On her way to the hospital, Officer Liriano reached out to the Atlantic County Prosecutor’s Office. She got permission to request a search warrant over the phone for blood and urine samples. After that, she contacted the Atlantic County Sheriff’s Department, which then paged Judge Bernard E. DeLury. Once connected, Officer Liriano shared all the details about the incident with the Judge. He approved the search warrant during their call. Once Judge DeLury issued the warrant, Officer Liriano went to Shore Medical Center. There, he met Officers Lamaine and Rifkin, who were already on-site. They informed the medical staff about the search warrant for blood and urine samples. After Hannah provided the requested samples and received approval from the hospital staff, she was discharged. She was then taken to the Ventnor City Police Department for further processing. At the Ventnor City Police Department, Hannah chose to give up her Miranda rights and answered some questions. While Officer Liriano was filing a complaint in the New Jersey Courts system, he discovered that Hannah had an outstanding arrest warrant from the Union Township Police Department. The Union Township Police decided to let her go on her own recognizance. Due to a system error, Hannah was told she needed to return to the Ventnor City Police Department before January 18, 2022, for fingerprinting and a photo. After processing her, the officers released Hannah, issuing summonses for driving under the influence, reckless driving, and possession of a controlled substance in a vehicle, all pending her court date. 0:52 I know how you feel, Officer 1:57 if agonal breathing then you need to start CPR as she's clinically dead. 7:33 Under the phrase No good deed goes unpunished. 9:12 she was practically dead 9:32 I’m totally okay right now did you take anything?
