A Burlington Coat Factory employee flagged down a Joliet officer in the parking lot. A woman was walking out fast with a basket full of merchandise she never paid for, and when the officer told her to stop, she threw the items on the ground and kept moving. He drew his taser, she slowed down, and the moment he grabbed her she tried to slip out of her own coat to get away. They ended up on the ground and his body camera was knocked loose in the struggle.
