I think I have the updated version. >> Around 09 a.m. on March 16th, 2024, patrolman Anthony Dangelo with the Handover Township Police Department was initially headed over to serve as backup for patrolman Morris on another potential drunken driving case. As he was driving westbound on Route 10 and approaching the intersection of Whippony Road, he observed a 2019 Honda Civic crossing the double yellow line and driving on the wrong side of the road. He followed the vehicle and initiated a traffic stop on Whipony Road near the intersection with Fairchild Place. He made contact with the driver of the Honda who was identified as 24year-old Alejandra. Okay, cool. >> Where you coming from tonight? >> Morristown. >> Marstown. >> Mhm. >> What are you doing in Marstown? >> Dinner. >> Dinner. >> Mhm. >> Okay. >> And then I have my registration. >> Okay, you're the register under the car. >> Mhm. >> All right. >> What's the reason I'm getting stopped? >> All right. So, the reason for the stop today is when you were coming down Route 10. >> Yeah. >> Kind of drove into the opposite lane coming on Whippony Road. Came turned all the way out wide. Did I? >> Yep. That's the reason for the stop. >> Okay. >> Is there a reason why you did that? Going a little too fast or >> honestly I we just got Wendy's and everything just spills all over my like literally all over if you can see. I'm kind of upset but as you can see all my food just spilled over. >> Okay. Um, that might have been the reason. I don't really recall that happening. >> Spanish speaking officer, sir. >> I'm not too sure. >> Jennifer, >> we're in Morristown. Where'd you guys go out in Morristown? >> 70. I also requested backup for you. >> Okay. >> Um, I just removed my registration online. >> You can pull that up. >> So, give me a sec. It's Alejandra. Is that how you pronounce it? Okay. >> Alandra. >> Alandra. >> So, I just paid for it like 4 days ago. >> Okay. >> Do I Where do I go for that? cuz since I renewed it online. >> You're trying to pull up your registration on your phone. >> Yeah, cuz I just I I had to pay for it again. >> Okay. >> Like 4 days ago. >> Do I have to look up what >> I'm Okay. >> Like I haven't received the actual, >> you know, like legitimate. Do you have anything to drink tonight? >> No. >> Nothing? >> No. >> Okay. >> Where would I go for that? I just be for >> your email. Your email As Alejandra was searching for her documents, he noticed that her movements were slow. Alejandra told him that she was headed home after getting dinner in Morristown. She told him that she had been at the Homestead, a popular bar in Morristown. While she initially denied consuming any alcohol, she would later admit to consuming alcohol earlier that evening based on his suspicion of impairment. Alejandra was asked to exit the vehicle and perform field sobriety exercises. >> All right. While you're working on that, I'm just going to run your information. I'll be right back. Okay. Sure. >> All right. How's that coming along? >> No, I don't I don't remember. >> Okay. >> The password to get into this registration, but here's the email. >> Okay, that's that's fine. >> I just renewed it like 5 days ago. >> I'm going to have you step by the vehicle. Okay. >> Sure. >> Yep. You can turn the car off. [snorts] Come step over here. Okay. Right behind your car. >> Yep. You could face me. >> Face you? >> Yes. All right. I'm going to ask you. >> Yeah. >> Have you been drinking tonight? >> No. >> Nothing? No, >> nothing. >> Probably like 3 hours ago. >> Okay. What'd you have to drink? Just be honest with me. Okay. >> What did I have to drink? >> Yes, 3 hours ago. >> Reach out to you and receive this vacuum. >> Two beers. >> Yes. >> Okay. Nothing else. >> Already in the process, sir. >> All right. I'm going to conduct two field sobriety tests. Okay. All right. >> Sure. >> That's going to be the walk and turn and the one leg stand. Okay. Do you have any medical conditions? >> No. >> Petrolman Dandela started with the walk and turn test. During the walk and turn test, Alejandra did not touch heel to toe on each step, turned improperly, and [clears throat] failed to keep her arms at her sides. The second exercise was the one leg stand test. During the one leg stand test, Alejandra failed to raise her foot in the proper fashion, did not count in the correct sequence, and [clears throat] put her foot down before the test was complete. The final exercise was the horizontal gaze neistagmas HGN test and it was administered by patrolman Labracio with the East Hanover Police Department. >> Anything that would prevent you from doing any tests tonight? >> No. >> Nothing. So, no injuries, nothing to your knees, legs, or anything like that? Anything I should be aware of? >> No. >> Nothing? You're say you're healthy? >> Yeah. >> Okay. >> All right. So, I'm going to give you a set of instructions. Okay. I'm going to put you We're going to do the first test. It's going to be the walk and turn. All right. >> Okay. >> I'm going to get you in the starting position. Um, you're okay with your bag. You can take your bag off if you want. >> I'm okay. >> You're okay. Okay. All right. So, we're going to do the walk and turn. All right. So, I'm going to put you in the starting position with your arms down at your side. >> Okay. >> With your left foot like this, with your right foot in front, you're going to put your arms down at your side. >> Okay. >> Forward. >> Yep. Forward. Okay, >> we're going to use this as an imaginary line. Okay, >> so just like this imaginary line right in front of you, >> hold on. >> Just walk forward. >> Nope. Hold on. >> Okay, >> let me explain the test. All right, so that's going to be the starting position. All right, you're going to stay in that position until I tell you to begin. Okay, do you understand? >> All right, you may get into the starting position with your left foot, right foot in front, arms down at your side. So, in this position, I'll tell you to begin the test when I'm ready. Okay? So, you're going to take nine heel to toe steps, counting out loud. One 2 3 I did three. You're going to do nine. On your ninth step, you're going to take a small series of choppy steps, turning around, and you're going to go back down on your line, counting nine, heel to toe steps out loud. One, two, three. I did three. You're going to do nine. Do you want me to give you a set of instructions again? Do you understand? >> I understand. >> Okay. Whenever you're ready, you may begin the test. Okay. >> Okay. >> With your arms down at your side. Okay. Hold on. >> What? >> Alejandra, >> should we start over? >> I'm going to explain the set of instructions again for you. Okay. I'll do it one more. I'm going to explain again. Okay. That way you understand. >> Yeah. No, I understand. Hands on my side. Nine steps forward. Just an imaginary line in front of you, right? >> You are going to put your left foot down on that imaginary line with your right foot in front >> 90 >> with your arms down at your side. Okay, this is going to be the starting position. >> You are going to be in this position >> until I tell you to begin. >> All right, so put your arms down at your side. >> Your right foot in front of your left foot. Okay, and do not begin the test until I tell you to begin. Okay. So, in this position, you're going to count out loud. >> One, two, >> three. >> One, 10. >> I did three. You're going to do nine. And then at your ninth step, you're going to take a small series of choppy steps turning around >> like this >> with your foot on the line. >> And you're going to go de back down on the line. >> Sorry. You're going back down the line. Nine heel to toe steps. One, >> two, three. I did three. You're going to do nine. Do you understand the instructions which I told you tonight? >> Yes. >> Okay. Whenever you're ready, you may begin the test. >> Okay. >> Arms down at your side. >> One. >> Missed it. >> 2 3 4 5 6 7 Shore steps. >> That's fine. Yep. >> 1 2 3 4 five. >> Arms down at your side. >> Six 7 8. >> Okay. All right. Your second test is going to be the one leg stand. Okay. The starting position, it's going to be your feet like this, down at your side, >> arms down at your side. >> All right. Whichever leg you prefer. Could be your left leg or your right leg. >> Okay. >> So, whichever leg, you're going to raise your leg 6 in off the ground. >> Yeah. >> And you're going to count out loud. 1,001 1,002 1,003 so on and so forth until I tell you to stop. >> Okay? So, you're going to raise your leg. 100,00 one 1002 1003 Okay, let me explain. So, starting position, right? >> Honestly, this this takes a lot of balance. >> No, it is. Yeah, it's it's why it's the test or balance test and >> I got it. >> Obviously, you're at Marstown. You said a couple. >> I'm trying to think like >> So, >> left or my right? >> Okay. >> Which is 21 years old. >> So, your starting position, arms down at your side, feet together like that until I tell you to begin. Do not start until I tell you to begin. Okay. >> Okay. >> All right. I'm going to explain the instructions again of the test. >> So, whichever leg you prefer, you're going to raise that leg six inches off the ground. Right. >> Yeah. >> 1,001 1,002 1,003 100,004 so on and so forth until I tell you to stop. Okay. >> Okay. >> So, whichever light you prefer, you may begin the test. >> Okay. >> Anytime. >> Yeah. The test is beginning. So, whenever you're ready to go, just count out loud. 1 100 1 2 3 >> so on and so forth. I try to stop 6 in off the ground. Arms down at your side. >> Okay. >> Okay. >> Ready? >> You're You're good to go. >> Oh, sorry. 100,00 1,00 1,00 1,002 >> Little bit higher. >> 1003 Y >> Arms out your side. 2005 2006 >> Test is not done yet. Keep going. >> 2008 2009 1012 >> Okay. All right. There's one more test. All right. I got to wait till I get somebody out here to do it to conduct the test. >> Okay. >> It's the horizontal gaze uh HGN. Okay. Good. I'm going to wait till I get my supervisor out here. All right. Um, you said you had three beer uh what? Two beers 3 hours ago. >> Yeah. >> All right. Nothing else? >> At Homestead? >> Yeah. >> Come here. Put you back in. Just have a seat. Okay. Okay. All right. All right. Just step out of the car for me again. All right. >> Yep. Thank you. >> Sorry. I just want you to stand out here by yourself. I just grab something. >> Yeah, it's not a problem. >> All right. Just hang tight back here till we get somebody out here. All right. >> To complete the test. All right. >> Yeah. No, I I understand. I understand. >> That's it. So, >> yeah. >> You have no problems? No. No medical? Nothing. >> No, no, no. I'm I'm I'm a healthy gal, you know. >> Okay. >> I'm 24. >> I just ask cuz some people, you know, they have problems. So, >> No, I get it. I get it. It could be an excuse for whatever it is. Um >> Okay. >> Yeah. Yeah. No. Yeah. I live 5 minutes away. It's >> Do you live in Marstown? >> I live in Madison. >> You live in Madison? >> Yeah. >> How long you live in Madison for? >> I moved like five minutes ago. >> How long? >> Five, five, six months ago. >> Five, six months ago. >> Yeah. >> Gotcha. Cuz your uh license says out of landing. >> Yeah. So, I moved out of my mom's. >> Okay. >> Six months ago. >> All right. So, I haven't been able to update my my status. >> Okay, that's fine. >> I'm okay. >> All right, come up on the air for 7. >> Hey, what's going on? Are you going to have a 450 there or not sure yet? >> Just HGN possibly. >> You HGN certified? No. Anybody? >> Yeah, >> we have. >> Just let me know as soon as you do, please. You're going to figure out how to get somebody over to 90. >> Yeah, we are. to see. He wants to swap out. Is that what you need? >> Yeah. >> Just so you're aware, East Hanover is out with 87 also. >> Yeah. >> Need HGN. >> Yeah. >> They're calling for someone for HGN here. What's going on? >> All right. So, the last test >> um I have to get an officer who is certified in it. >> I'm just going to stay right here for a minute. >> It's the horizontal gazing stag test. >> It's HGN. >> I can't conduct that test cuz I'm not certified in it and I have to get it off. >> Horizontal gazing test. >> Yeah, horizontal. It's like nestagmas. It's with your eyes. I'm probably pron I apologize. I'm pronouncing it wrong. Um, but it's a series of tests I have to conduct with your eyes and I'm not certified in it. It's the only test that >> we'll see. So, I can't I could do the walk and turn in the one leg stand. >> Yeah. >> Uh, your balance was a little off on the one leg stand. >> You think so? >> Um, >> honestly, like >> Yeah. >> I don't really have the best balance to begin with. >> Okay. >> But I understand. So, you know, you're you're doing your job. He said you had a couple beers, you know, so just kind of waiting to see. I can't conduct a test, so I'm just waiting to see. Get somebody out here certified in it and then if uh depending on their conclusions, let you know. That's basically it. >> Yeah. So >> Oh, yeah. >> 70 to 90. >> Yeah, that's it. >> Just stand by for a minute until I get an answer from 87. We'll go from there. 70. Can I give you 21? >> Just hold on one second. All right. >> What's your What's your partner here for? >> Uh just as backup. Backup, officer. >> Backup for what? >> Helping us out. It's not the town. All right. Just hold on. Uh just hold on one second for me. Okay. You want just hang with her? Just hang with her real quick. >> Mhm. >> Hey, >> that's fine. >> Whatever. >> Do you have an idea with you? Oh yeah. Thank you. All right. Just give me a second. All right. >> Who's coming now? >> All right. Good. Proc's on. Stop. 450. And so is the other guy. 450. All right. It's not too bad. >> All right. >> Get used to it after a while. >> Yeah. >> Yeah. It is what it is, I guess. >> Mhm. [snorts] You guys been busy at all? >> Too bad in the morning. >> Yeah. >> I heard mirrors going off. It's busy one of >> those nights. >> What time did you guys leave uh Homestead? >> We went to Wendy's like >> I don't even know but like by now like a half hour ago. Okay. >> So we left Homestead like >> I don't know like 45 45 minutesish >> somewhere in there. >> Okay. You done, boy? >> Yeah. >> All right. Cool. >> Thanks for being patient. >> Yeah, I get it. You know, I understand. >> Just one last test. That like a conduct. It's about it. >> Yeah. Yeah. Yeah. Yeah. No, it's okay. >> Mhm. >> Ah, you're good. Yep. So, is there only like specific people that are specified on this test? >> Yep. >> Yes. >> They go to class for it. A week long class. I think >> they get certified. >> Okay. >> Mhm. So if you get certified then you get like >> you can you can conduct >> No, you can conduct the test. >> Oh >> yeah. >> Okay. >> Like I cannot conduct the test. >> So >> I could do the test but >> I'm going to be a refusal now. >> Okay. >> Yeah. >> So do you get paid more if you conduct the test? >> No, it's just class that you go to training. >> Oh, okay. >> Yeah. It's >> just a matter of training. >> Yep. >> Okay. Got it. So certain officers are certified in it and then they go to class and then you obviously can conduct field sobriety test. >> Yeah. Would the ideal be like everybody get >> certified? Right. So then anybody can do the >> 700. What's 20 again? >> Everyone gets it >> eventually. >> Yeah. >> Okay. >> 70. I copy refusal. Would you go again? What's 9020 for his four lead now? I'll stop there on my way in to uh do the gase >> more uh over and mountain bridge and serals road over there. Follow this with just your eyes and your eyes only. Keep your head facing forward. You understand? >> All right. Again, keep your head perfectly straight. Don't move your head. The only thing to move is going to be your eyes from side to side. Okay? Do you understand? All right. Okay. Do one more. Ready? Again, same thing. Head straight with your eyes and your eyes only.
