around 7:37 p.m. p.m. officers Patrick Watkins and Dallas Gant with the Lacy Township Police Department responded to a report of a motor vehicle accident involving two vehicles at Lakeside Drive South and Parker Avenue officer Watkins initially made contact with a 22-year-old driver of the 2020 Mercedes as well as the 29-year-old driver of the 2005 Jeep Wrangler who was identif ified as Brandy both vehicles appeared severely damaged the driver of the Mercedes informed officer Watkins that the passenger side of his vehicle was struck by the Jeep Wrangler at a high rate of speed as he was turning from Lakeside driver South onto Parker Avenue first vehicle invol 57 risky you want to just uh just pull it up a little bit yeah just fall up on the grass second vehicle Tango 99 Bravo Joseph X on who informed him that she had left work at the Moose Lodge on 305 North Main Street in Fork River as he was speaking with Brandy he detected the odor of alcohol he asked Brandy if she had anything to drink and Brandy admitted to having consumed alcohol earlier that evening based on his suspicion of impairment Brandy was asked to perform field sobriety exercises okay LIC insurance or did you give it to the other officer I think I gave it I mean um my insurance is on my phone okay but I gave him my license of registration okay I mean I was going straight and he turned right in front of me so where you come from I was coming from work from work oh where do you work at I work at the Moose LOD okay I was on my way home from work I was bringing my mom home with me and he literally turned car God forbid there was a car but I also wasn't I was going 25 miles per hour like I didn't even think there was somebody going to turn in front of me and he just like and he got out and started fine all right you diabetic no are you on medication no officer Watkins started with the horizontal gaze nice dagos hgn test during the hgn test officer Watkins observed the lack of smooth Pursuit distinct and sustained nystagmus at maximum deviation and the onset of nystagmus prior to 45° the second exercise was the walk and turn test during the walk and turn test Brandy did not touch Heel To Toe on each step and she stepped off the line several times the final exercise was the one leg stand test and she displayed a lack of balance and failed to raise her foot in the proper fashion any injuries not to this thing all right so what I'm going to do uh first test I'm going to check your eyes okay okay just keep keep your feet together hands at your side all right all you're going to do the instructions I'll tell you when to start okay okay all right when I tell you to begin you're going to take nine heel toe steps on the line Turn Around by keeping one foot on the line and return nine Heel To Toe steps on your ninth step you're going to keep your front foot on line and turn by taking several small steps with the other foot while walking watch your feet at all times keep your arms at your side count your steps out loud once you begin do not stop until the test is completed all right so just going to look just like this so nine forward nine back yep touching heel the tows I want to demonstrate for you all right right foot in front of the left touch and heel of toe look down at your feet hands at your side and you're going to count out loud one two three making heel the toe contact you're going to take nine steps on your ninth step you're going to turn by taking several small steps the other foot and return nine Heel To Toe steps just like so one two three again all let it okay so it's definitely contributing factor to to her manner of driving but you know um based on what I'm seeing you know probably should just let her pass before you make the turn Okay fly Insurance takes will take care of that and you know they timately determine who's that who's at fall Insurance compan together I just put my findings in there and she's imped good telling you right now yeah doesn't look good all right um any questions you anything for me no good quarter be ready right uh days yeah a couple days and then um yeah call insurance company right away they'll start to after 24 hours we can go get the vehicle right uh 12 12 hours y okay all right so this is a potential liability warning all right uh by law we have to release the somebody to a responsible person with a good driver's license um basically um you can be held liable if um brain was get behind the wheel of another vehicle motorcycle boat vessel aircraft whatever anything should happen you could be held
