Description

REAL POLICE BODYCAM footage captures officers' initial interaction with an agitated man exhibiting erratic behavior in a mall parking lot after reports of public disturbance. This bodycam video documents the challenging early moments of an encounter that would escalate to an arrest for obstruction and reckless driving.

In this police bodycam footage from August 15, 2022, Joliet officers approach Jeffrey Hlavatovic, 25, in the Louis Joliet Mall parking lot near the Cinemark theater around 1 a.m. The officers begin with a de-escalation approach: "All... We're just trying to help." This initial statement, captured on bodycam, establishes their attempt to frame the interaction as assistance rather than enforcement.

Hlavatovic immediately displays paranoia and hostility: "This is government property you're fucking with guys." When officers attempt to reassure him—"Okay man. We're just gonna get you to-"—he makes concerning statements about weapons: "Use this. What do you got 9 millimeters on you? I have no body armor. Why are you packing heat?" This exchange, recorded on police bodycam, suggests potential delusions about officer intentions and weapons.

The man then questions police presence: "Hey... You don't even have to pull out. Who the fuck called the cops anyway?" Officers explain their response: "Hey listen. We have an ambulance coming." When Hlavatovic asks "Where are they?" and officers confirm "They're coming," he becomes more agitated: "Where the fuck are they? They gotta get here. I don't give a shit."

He continues questioning first responder roles: "Are you guys paramedics?" When told "No," he persists: "Where the fuck is the ambulance?" Officers attempt to assess his condition: "Hey turn... did, did you take anything? Are you on drugs or something?" Hlavatovic denies substance use: "No. I fucking smoked a cigarette."

When asked to explain his agitated state—"So why are you so-"—he makes a revealing statement about his mindset: "'Cause I'm Native American and I hate this fucking country. Everyone's fucking crazy. My whole family has fucking cancer." An officer responds with a de-escalation technique: "Hey, take a deep breath."

According to police reports, this encounter occurred after Hlavatovic was reportedly seen screaming with his pants down in the parking lot and driving recklessly in circles at high speed. The situation would later escalate when he refused to identify himself or exit his vehicle, leading to a physical struggle and arrest on charges of obstructing/resisting a peace officer and reckless driving.

This police bodycam footage captures the initial stages of a complex interaction involving possible mental health issues, highlighting the challenges officers face when responding to erratic behavior in public spaces.
