Description

REAL POLICE BODYCAM footage captures the sobering explanation for why three children must enter the foster system after their mother's arrest. This bodycam video documents the disturbing family circumstances that left Child Protective Services as the only viable placement option following a high-speed police chase.

In this police bodycam footage, a brief comfort request from inside a patrol vehicle—"Can you roll the window down? It's hot in here"—is acknowledged with "Hang on a sec" as officers discuss critical placement details for the three children under 10 who were just involved in a dangerous pursuit. This exchange, captured on the bodycam, represents the mundane realities that continue alongside the grave child welfare decisions being made.

An officer then delivers a disturbing assessment of the available family placement options: "One's, one's doing 37 years in prison, the other one's on drugs, and the other one lives in Kentucky." This stark summary, recorded on police bodycam, reveals the deeply troubling family circumstances that have left these children with no suitable relatives for emergency placement.

Another officer responds with resigned confirmation: "Exactly, that's what I thought. Yeah," acknowledging this assessment aligns with preliminary information. The first officer then states the inevitable conclusion: "So yeah, it'd be CPS." The second officer emphasizes the necessity: "It's CPS 100%. Gotta be," followed by a simple "Okay" accepting this reality.

According to police reports, this January 31, 2024 incident in Fayette County, Texas began when deputies discovered Clorisa Franklin—classified as "armed and dangerous" with multiple felony warrants including custodial interference—at a convenience store. When approached, she fled at speeds exceeding 100 mph with three children under 10 in the backseat, endangering them in a desperate attempt to avoid arrest. The chase ended after tire deflation devices were deployed, resulting in additional charges of evading arrest and child endangerment.

This police bodycam footage highlights the comprehensive family dysfunction that often surrounds child endangerment cases, where not only the parent in custody but the extended family network presents no viable placement options for vulnerable children.
