Description

Around 3:02 AM on June 4, 2025, officers with the Belleville Police Department received a report of a female driver who was circling the parking lot of the Taco Bell at 508 Washington Avenue. Shortly afterwards, Patrolwoman Susan Asali and Patrolman Brandonlee Feliciano observed a black 2003 Ford Taurus making a right hand turn out of the Taco Bell parking lot. The officers began following the vehicle, and observed the driver swerving. An inquiry of the vehicle’s plate indicated that the registered owner of the vehicle currently had a suspended license.

The officers activated their emergency lights to initiate a traffic stop, and the driver pulled over in front of 742 Washington Avenue. It was then determined that the registered owner was in fact the operator of the vehicle. She was identified as Jennifer Otte, and she told the officers that she had JK’s Boathouse Food and Spirits earlier that evening. After she left the bar, she told the officers that she was looking to get Taco Bell, but it was not open. Since her license was suspended and she lived nearby in Nutley, she was asked to exit her vehicle.

Patrolman Feliciano handed her 5 tickets and urged her to walk home because her vehicle was going to be towed. Despite being encouraged multiple times to leave the scene and just walk home, Jennifer refused to do so. Eventually, Patrolman Feliciano asked Jennifer if she had been drinking and she said that she had 2 drinks. At that point, Jennifer was asked to perform field sobriety exercises. Jennifer kept demanding a supervisor, so Sergeant Anthony Damico was called to the scene. Since she refused to perform any field sobriety exercises, she was ultimately placed under arrest for DWI.

Her vehicle was impounded for a 12-hour hold according to John’s Law, while the officers transported Jennifer to the Belleville Police Department for further processing. At the station, the Standard Statement for Motor Vehicle Operators was read to her, and she agreed to submit breath samples. Since their machine failed, Jennifer was transported to the neighboring Nutley Police Department. At the Nutley Police Department, her Alcotest results indicated a BAC level of 0.19%, which was more than double the legal limit of 0.08%.

Jennifer was then transported back to the Belleville Police Department for further processing. After they finished processing Jennifer, she was eventually released pending her court appearance after Brandon Zuniga signed the Potential Liability Warning form on her behalf.

Patrolman Feliciano issued Jennifer the following traffic tickets:
-Operating under the influence (39:4-50)
-Failure to wear seat belt (39:3-76.2F)
-Traffic on marked lanes – unsafe lane change (39:4-88B)
-Failure to surrender a suspended driver license (39:5-35)
-Failure to have inspection (39:8-1)
-Driving with a suspended license (39:3-40)

Court records indicate that on October 23, 2025, Jennifer was found guilty of operating under the influence, while her citation of driving with a suspended license was amended to failure to possess a driver license (39:3-29A). As a result of her convictions, Jennifer had to use an ignition interlock device for 3 months, spend 12 hours at an intoxicated driver resource center, and pay a total of $930 in fines.

Jennifer’s prior arrests include the following:
-Simple assault (2C:12-1A(1)) in Clifton, NJ on April 28, 2013
-Aggravated assault (2C:12-1B(2)) in Clifton, NJ on May 10, 2009
-Operating under the influence (39:4-50) in Clifton, NJ on August 18, 2007

The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Otte v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
