Future DWI: https://www.youtube.com/watch?v=Shhbvd2AAQk

Around 12:10 AM on July 10, 2022, Officer Gavin Cecchini with the Lakehurst Police Department observed a black 2014 BMW being driven erratically in the vicinity of Route 70 and Route 547. He followed the vehicle and eventually initiate a traffic stop on Route 70 near Beckerville Road in neighboring Manchester Township. After the driver pulled over, he exited his patrol car and made contact with her. She was eventually identified as Zoryana Morhun.

As he was speaking with Zoryana, he detected the odor of alcohol and observed other indicators of impairment. Zoryana was unable to provide a valid license, but she did have a Ukrainian passport and Ukrainian driver license. Based on his suspicion of impairment, Zoryana was eventually asked to exit the vehicle and perform field sobriety exercises. Her poor performance on the field sobriety exercises indicated that Zoryana was impaired.

Based on her erratic driving, her indicators of impairment, and her inability to satisfactorily complete the field sobriety exercises, Zoryana was placed under arrest for DWI. A search of her vehicle incident to arrest yielded the presence of open containers. Her vehicle was impounded for a 12-hour hold according to John’s Law. She was then transported to the Lakehurst Police Department for further processing.

At the station, the Standard Statement for Motor Vehicle Operators was read to her, and she agreed to submit breath samples. Officer Paul administered the Alcotest machine. Zoryana’s Alcotest results indicated a BAC level of 0.24%, which was triple the legal limit of 0.08%. After they finished processing Zoryana, she was given a ride back home and released to a sober adult pending her court appearance after she signed the Potential Liability Warning on Zoryana’s behalf.

Officer Cecchini issued Zoryana the following tickets:
-Operating under the influence (39:4-50)
-Reckless driving (39:4-96)
-Careless driving (39:4-97)
-Traffic on marked lanes (39:4-88)
-Improper display/unclear plates (39:3-33)
-Open container (39:4-51B)
-Consuming alcohol in a motor vehicle (39:4-51A)
-Driving without a license (39:3-10)

Court records indicate that on February 15, 2023, Zoryana was found guilty of operating under the influence. As a result of her conviction, Zoryana had to use an ignition interlock device for 9 months, spend 12 hours at an intoxicated driver resource center, and pay a total of $690 in fines. The other 7 citations were dismissed as part of a plea agreement.

Zoryana has previously been arrested for her first DWI on January 21, 2011 in Toms River, NJ. Following this arrest, Zoryana was arrested again for her third DWI in Margate, NJ on June 14, 2025. In addition, Zoryana has another arrest for shoplifting in Freehold Township, NJ on September 15, 2017.

All videos and case documents were obtained pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq. (P.L. 2001, c. 404). Defendants are considered innocent until proven guilty.

The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
