STATEMENT OF PROBABLE CAUSE On June 5, 2020, officers were on patrol in South St. Paul, Dakota County, Minnesota, when they observed a vehicle traveling north on Concord Street at a high rate of speed. The vehicle was in the right traffic lane, passing other vehicles on the roadway. Officers were able to capture a radar speed of 51 miles per hour in a 35 mile per hour zone. Officers caught up to the vehicle and activated their emergency lights. The suspect vehicle broke, signaled to the right and pulled to the shoulder. Before the vehicle came to a stop, it started back north on Concord Street. The vehicle then started to pull over next to two other vehicles that had stopped but drove around the two vehicles and accelerated back onto north Concord Street, accelerating to over 50 mph in the 35 mph zone again. The vehicle then pulled into an apartment complex and stopped. The driver stuck his head out of the driver’s window and started yelling at officers. The driver stated his 4-year-old nephew was in the vehicle. The driver was identified as ---. While officers were preparing to take a statement from ---, he stated he did not stop because he felt officers should not have stopped him. --- admitted that he pulled over twice but was close to his destination so continued driving. --- admitted to not stopping but stated he did not pull off fast – only about 30 or 40 mph. --- driving status at the time of the incident was revoked.
