Report: On June 3, 2026, at approximately 1439 hours, I, Trooper Tyler Ryals, was traveling northbound on US Highway 65 approaching the Highway 287 intersection. This portion of US Highway 65 is a designated four-lane highway with a center turning lane and a posted speed limit of 55 MPH. While traveling northbound, I observed a gray SUV traveling southbound in a reckless manner. I observed the SUV swerve into the center turning lane and pass numerous vehicles at an extremely high rate of speed. As the driver passed, it appeared to be holding what I initially believed to be either a baby or a small dog. My front radar was set to opposing traffic mode and obtained a speed lock of 86 MPH on the SUV. I immediately turned around and proceeded after the vehicle with my emergency lights and siren activated. Approximately four miles later, I caught up to the vehicle near the Pickles Gap intersection. The driver, later identified as Leah L. Taylor, was then exhibiting normal driving behavior. I deactivated my siren and continued attempting to stop the gray SUV displaying Arkansas license plate 543 UNU; however, the driver failed to yield. While following the vehicle, I observed a reflection in the driver’s side mirror and confirmed that the object I had initially observed was a small dog being held by Taylor. As we continued southbound, I observed that Taylor’s windows were down. I reactivated my siren. Taylor visibly looked toward my patrol unit through her mirrors but continued driving without yielding. As Taylor continued southbound and proceeded up the hill into Conway, I pulled alongside the vehicle and verbally instructed her to pull over. Taylor responded by displaying obscene gestures out of the vehicle window and continued driving. While traveling down the hill into Conway, the posted speed limit had decreased from 55 MPH to 45 MPH and then to 35 MPH as we entered Conway. Based on Taylor’s continued refusal to stop after visual and audible emergency signals, she was actively attempting to evade law enforcement, and a pursuit exceeding the speed limit ensued. During the pursuit, Taylor failed to stop for a red traffic signal at Lower Ridge Road in front of Julie’s Sweet Shop, traveled at speeds up to 65 MPH, and was observed recklessly changing lanes. As we approached the intersection leading to Interstate 40 East, Taylor drove over a concrete median and entered oncoming traffic. As Taylor merged onto the Interstate 40 East entrance ramp, I successfully performed a Tactical Vehicle Intervention (TVI), bringing the pursuit to an end. Taylor was subsequently taken into custody without further incident. It was later confirmed that Taylor had taken the car without the permission of the registered owner, Susan Brandon, her mother. The mother came and took possession of the car and her dog. Taylor was transported to FCSO Unit 2 and charged with the following: 5-54-125(d)(2) 2023: FLEEING - VEHICLE OR CONVEYANCE - EXCEEDING THE SPEED LIMIT 27-50-308(b)(1)(B) 1ST: RECKLESS DRIVING - 1ST 5-36-108: UNAUTHORIZED USE OF A VEHICLE 27-37-702: NO SEATBELT 5-71-207: DISORDERLY CONDUCT
