REAL POLICE BODYCAM footage captures Joliet officers responding to a complex situation involving a visibly agitated man outside a movie theater. This bodycam video documents the challenging intersection of potential mental health issues, substance concerns, and public safety during a late-night mall encounter. In this police bodycam footage from August 15, 2022, officers approach Jeffrey Hlavatovic, 25, in the Louis Joliet Mall parking lot near Cinemark theater around 1 a.m. The interaction begins with Hlavatovic making disjointed statements: "You want to know the fucking truth about this country? Yeah? No you fucking don't. You want to meet the fucking mafia? You want to meet the fucking FBI? Hell no you don't." This opening, captured on bodycam, immediately establishes his highly agitated state. An officer attempts to explain the reason for contact: "Hey, so I talked to the woman there-" but is immediately cut off with "Leave me alone." The officer tries again: "Hey, listen. Listen." Hlavatovic responds forcefully: "No, leave me the fuck alone." This exchange, recorded on police bodycam, demonstrates the immediate resistance to communication. The officer provides context about the initial complaint: "They said you were sitting next to them in the movie theater and you told a guy if he wants to buy T, DXT or some type of drug to call you." Hlavatovic dismisses this: "I was fucking joking. MS-13 is fucking with me all the fucking time. Anyone can say shit. I had cops called on me 6 times in their fucking state." His response, documented on bodycam, references the notorious gang MS-13 while denying the drug-related accusation. He continues with disjointed statements: "Do you know how many people lie to get people in trouble?" An officer attempts to de-escalate: "Take, take a breath," but Hlavatovic continues: "know how many people lied to me in the army?" The officer tries again: "Hey, take a breath," to which Hlavatovic responds emotionally: "Hey am- I hate this fucking country. I hate this country." When officers attempt to gain compliance, asking "Can you get out and talk to them now?" Hlavatovic continues his fragmented statements: "They're right... hate this fucking country. There's criminals, there's 30 fugitives in Chicago right now." The officer asks directly: "Do you want to do talk to them or no?" and Hlavatovic responds: "There's 30 fucking fugitives in Chicago and y'all are harassing me." The situation escalates with Hlavatovic making allegations about past injuries: "If you break my arm again you're gonna get in trouble. You broke my arm." He shifts topics rapidly: "Oh I was selling DMT. You broke my arm Officer. He broke my arm." This claim, recorded on bodycam, appears to reference a previous encounter rather than the current situation. He identifies himself as a veteran: "I'm a fucking veteran and y'all are harassing me. That's what's happening." When someone offers help, Hlavatovic responds: "I need some lithium. You want to give me lithium? No because I'm allergic to that shit. I'm allergic to every fucking drug." When asked about substances, he states: "Nicotine," though an officer notes: "You're but you're acting in a way that you are 100% sure." According to police reports, this incident began with Hlavatovic allegedly screaming with his pants down, followed by reckless driving in the mall parking lot. He was subsequently arrested for obstructing/resisting a peace officer and reckless driving after refusing to identify himself or exit his vehicle. This police bodycam footage highlights the complex challenges officers face when responding to situations involving individuals exhibiting signs of potential mental health or substance-related crisis in public settings.
