Trooper's Report: On Thursday, April 9, 2026, I, Corporal Antonio May, was conducting a routine patrol on Interstate 30 traveling eastbound in the right lane when I observed a black Ford SUV bearing Texas license plate WJS3942 traveling 68 MPH in a 75 MPH zone in the left lane. I initiated my lights and sirens around the 40-mile marker. The driver of the vehicle, who was later identified as Hugo Antonio Garcia De Leon began to pull over onto the right shoulder of the interstate. While coming to a complete stop, Mr. Garcia then proceeded to drive off at a high rate of speed. I advised my dispatcher that I was in an active pursuit of the vehicle. The suspect vehicle continued eastbound at excessive speeds and displayed erratic and reckless driver behavior. At approximately the 43-mile marker, the vehicle reached speeds of approximately 129 MPH. As the pursuit approached the 45-mile marker, the suspect began to reduce speed to 101 MPH. I then attempted a successful T.V.I (Tactical Vehicle Intervention) on the right side of the vehicle, causing the vehicle to drive off the roadway, disabling the vehicle. I then gave Mr. Garcia multiple commands to exit the vehicle, which he complied. Mr. Garcia was placed into custody for fleeing (Felony). Pafford ambulance was notified. Mr. Garcia sustained serious injuries and was transported to Southwest Arkansas Regional Medical Center in Hope, AR, and ultimately flown to UAMS in Little Rock for further treatment/surgery. During a brief conversation with Mr. Garcia he stated that the reason why he didn't stop was that he was not a legal citizen. Due to his illegal status, immigration was notified. I do intend to seek formal warrants due to not being able to take the suspect into custody at this time because of the need for immediate medical treatment. The vehicle was towed by Bypass Wrecker Service.
