When he arrived at the 2007 Toyota Corolla, he noticed the driver, 32-year-old Samantha Cote, was asleep behind the wheel and showed signs of being under the influence. Officer Lila Madama arrived shortly after to provide support. Samantha later confessed to having consumed alcohol at a colleague's event. Officer Adkins requested a Basic Life Support (BLS) unit to assess Samantha's mental state before moving forward. While first responders evaluated her, he discovered prescription medications and an open bottle of Raspberry Iced Tea in her car. Once the evaluation was complete and Samantha chose not to go to the hospital, the officers could continue with their investigation. Officer Adkins gave Samantha the chance to take field sobriety tests based on her signs of impairment. The first test was the Walk and Turn. Samantha did not walk heel-to-toe, failed to stay in a straight line, and did not complete the required number of steps. The second test was the One Leg Stand, where Samantha struggled to lift her foot while keeping her arms out to the sides for balance. After Samantha admitted to drinking alcohol, her unclear speech and failure to complete the field sobriety tests led Officer Adkins to arrest her for driving under the influence. Following her arrest, Officer Madama conducted a pat-down search. Officer Madama then searched Samantha's vehicle and stayed at the scene until the vehicle was impounded for a required 12-hour hold in accordance with John’s Law. Samantha was taken by Officer Adkins to the Franklin Township Police Headquarters. There, an officer explained the Standard Statement for Motor Vehicle Operators, and Samantha agreed to provide breath samples for testing. Officer Marcelo Dos Reis performed the breathalyzer test, which showed that Samantha had a blood alcohol content (BAC) of 0.19%. This level is significantly above the legal limit of 0.08%. After completing the processing, Samantha was released to a sober person after she signed the Potential Liability Warning form for her.
