A police response to a report of a man armed with a knife escalated into an officer-involved shooting after multiple attempts to stop the man with less-lethal force were unsuccessful. At approximately 11:36 a.m., Broome County Dispatch received a report of a male experiencing what the caller described as a psychiatric episode at a residence on Sequoia Lane in the Town of Vestal. Dispatchers gathered additional information before Vestal Police units were sent to the location shortly after 11:39 a.m. Officers were warned that the man, later identified as 38-year-old Eslam Hegazy, was armed with a knife. The first officer arrived approximately three and a half minutes later and observed Hegazy in a wooded area holding a knife in his right hand. Hegazy was seen advancing toward another officer who was checking the area. Officers repeatedly ordered him to drop the knife. According to the information provided, Hegazy ignored the commands, continued advancing and raised the knife above his head. As he moved back toward the front of the residence, officers deployed their TASERs in an attempt to stop him using less-lethal force. One deployment had a limited effect and caused Hegazy to fall, but he maintained possession of the knife and quickly got back to his feet. Officers continued ordering him to drop the weapon. Hegazy subsequently entered and exited the garage and attempted to access a vehicle parked in the driveway through an open driver's-side window. He then returned to the garage and removed a flat-screen television. Still armed with the knife, Hegazy advanced toward officers again and threw the television at an officer. The officer was struck while attempting to deflect it away from his head. A third officer arrived and deployed another TASER, but that deployment was also ineffective. Hegazy then turned toward an officer and advanced while raising the knife above his head. The officer discharged their firearm, followed by another officer. Officers moved in once it was safe to do so, detained Hegazy and began providing medical assistance. An officer retrieved a medical kit from a patrol vehicle while others continued rendering aid until EMS arrived. Hegazy was transported to a local hospital, where he was later pronounced dead. Investigators recovered a knife from the scene. According to the information provided, five TASER cartridges were deployed by three officers, one officer was struck by the television, and four rounds were discharged, striking Hegazy.
