According to Arizona’s Family, court paperwork says the man was already handcuffed, inside the booking facility, and controlled by two detention officers. The video reportedly did not show him resisting or trying to attack officers. But the paperwork used the phrase “distraction strike.” A punch becomes a strike. A strike becomes a technique.
