Trooper's Report: On May 14, 2026, at approximately 1:07 a.m., I, TFC Blaine Middlecoff, was advised that the Mississippi County Sheriff’s Office was actively pursuing a white passenger vehicle traveling northbound on US Highway 61 through the city of Luxora. The vehicle was reportedly traveling at speeds exceeding 120 mph in a posted 55 mph zone. At the time of the notification, I was located on Big Lake bridge near Manila, Arkansas. I turned around and proceeded toward the city of Blytheville in an attempt to intercept the pursuit. While responding, I activated my emergency lights and sirens. After a short time, I caught up to the pursuit near the intersection of Byrum Road and Division Street, where I assumed the lead position in the pursuit. Upon making contact with the fleeing vehicle, I observed that it had slowed significantly due to spike strips deployed by the Blytheville Police Department. The suspect vehicle then entered the parking lot of Farm Bureau and continued fleeing at a slow rate of speed. The vehicle drove between two trees and entered the field located behind the business. The suspect then continued into the parking lot of the Department of Human Services (DHS) building. While in the DHS parking lot, a Blytheville Police Department unit attempted to stop the suspect vehicle by making contact with it using the patrol vehicle. The attempt was unsuccessful, and the suspect continued fleeing. During the pursuit, I observed the driver moving around inside the vehicle in a manner consistent with attempting to locate an opportunity to exit the vehicle and flee on foot. The suspect then entered the field behind the DHS building and continued fleeing at a slow rate of speed. At that time, I determined conditions were safe to attempt a Tactical Vehicle Intervention (TVI) maneuver in order to bring the pursuit to an end. My initial TVI attempt was unsuccessful, and the suspect subsequently struck a Mississippi County Sheriff’s Office unit while attempting to continue fleeing. I repositioned behind the suspect vehicle and initiated a second TVI maneuver. During the second attempt, I attempted to redirect the suspect vehicle into a nearby ditch in order to disable it. The suspect was able to maintain control of the vehicle and continued fleeing. I again caught up to the suspect vehicle, which was broadside to my patrol unit at that time. I then performed a third TVI maneuver, striking the passenger side of the suspect vehicle. The impact deployed the vehicle’s airbags and disabled the vehicle. Two Blytheville Police Department units then successfully boxed in the suspect vehicle and issued verbal commands to the driver to surrender. Officer Trevor Jones approached the vehicle, removed the driver, later identified as Skhori Cannon, and placed him into handcuffs without further incident. I then took custody of Cannon and escorted him to my patrol unit. When asked why he ran, he stated he had family members were getting shot at in the city of Gosnell. When I contacted Gosnell Police Department, they advised there were no reports of any shots being fired. Cannon was then transported to the Mississippi County Detention Center. Skhori Cannon was charged with fleeing in a vehicle, reckless driving, speeding, driving on a suspended license, expired vehicle registration, criminal mischief greater than $1000, and numerous warrants with other agencies. The suspect vehicle was towed by A1 towing to their tow yard.
