Narrative: On December 29, 2021 At approximately 2128 hours, I was on duty, in my marked patrol unit and displaying my badge of office. I was dispatched to assist Officer Smith on a traffic stop, in which another vehicle had stopped as well, the occupants of the second car were yelling at him and they requested a supervisor. The traffic stop was located at Louisiana/Central at the Cinnamon Tree apartments, which is in the city of Albuquerque and County of Bernalillo. I arrived on-scene and observed two white sedans parked in front of Officer Smith's patrol unit. The first in line was a white Mazda sedan and second was a white Subaru. I met with Officer Smith, he stated the people in the white Mazda were aggressively trying to prevent him from merging behind the vehicle he attempted a traffic stop on. When he finally was able to merge behind that vehicle and activate his emergency equipment the vehicle continued to drive too closely behind him. When the vehicle subject to a traffic stop came to a stop in the Cinnamon Tree apartments, the vehicle stopped behind Officer Smith blocking the #1 lane. When he made contact with the vehicle to see what the issue was, the occupants were immediately aggressive, shining lights in his face, yelling, and demanding to speak to a supervisor which he requested to respond to the scene. As I approached the car, I asked Officer Smith to stay back so I could speak to them and attempt to de-escalate the situation and investigate their concern. In the vehicle was a male driver and a female front passenger. As I was speaking to the driver, he was stating that he wanted to make a complaint about Officer Smith and his driving just prior to making a traffic stop on the other vehicle. As I was speaking to them, they asked me to lower my flashlight due to the female having a condition that the light would affect. I lowered my flashlight and continued talking to them. At this time, they were very irate, and they were both talking, which made it difficult to understand what had occurred. The male driver then suddenly shined a very bright LED flashlight in my eyes, which temporarily blinded me and made me feel unsafe. At this time, I was unsure if it was a handheld flashlight or a weapon mounted light, I placed my hand through the open window to swat the item away and out of my face. He then pushed my hand away from grabbing the light and pushing my hand into the steering wheel. I backed up to move away from the threat and he continued to shine the light in my eyes. Officer Kevin Smith then ran up, I opened the car door and Officer Smith attempted to perform a vehicle extraction technique on the driver. The driver continued to hold on the steering wheel and refused to get out. Several commands were given for the driver to exit. He refused to exit. I attempted to grab his other hand and pull him, it was unsuccessful. I drew my taser from its holster and stated I would deploy my taser if he did not comply. he then complied and exited the vehicle.
