Monroe County Sheriff's Office, Key Largo, Florida. What began as a domestic disturbance call, a 911 report from a child describing an attack by her father, became one of the most documented and legally complex cases in the department's recent history. Armando Lopez did not simply flee from officers. The bodycam and dashcam footage from this FOIA-obtained release documents a sequence that generated multiple felony charges across two vehicle thefts, a pursuit exceeding 100 miles per hour on U.S. Highway 1, and a rollover crash that ended in custody. The first theft was a Monroe County patrol vehicle, taken during a struggle with a responding deputy. The second was a civilian SUV, carjacked after the patrol car was abandoned. A woman in that vehicle escaped on foot. The footage captures her exit from the vehicle and her run across the median. That moment is documented because it had to be: her testimony was part of the criminal case. The high-speed pursuit on U.S. 1 through the Keys presents a specific public safety dimension. The highway has limited passing opportunities, heavily residential sections, and tourist traffic that creates unpredictable hazard patterns at any speed. At 100+ MPH, with a suspect in a stolen vehicle, every second of that pursuit was a documented emergency. Charges resulting from this incident included grand theft of a motor vehicle, carjacking, fleeing and eluding with serious bodily injury risk, and charges related to the original domestic disturbance that initiated the call. Footage obtained through public records request under Florida's Government-in-the-Sunshine Law. All individuals are presumed innocent unless convicted in a court of law. Viewer discretion is advised.
