​A rookie police officer faces first-degree manslaughter charges after opening fire within 34 seconds of arriving at a volatile mental health crisis scene. ​When 55-year-old Steven Jones experienced a severe mental health crisis, three veteran officers arrived on scene. For several minutes, they maintained a safe distance, called him by his first name, and attempted to de-escalate the situation. Everything changed the moment Rookie Officer Joseph Magdan—on the force for less than a year—rolled up. ​Despite warnings from fellow officers to chill, Magdan immediately drew his weapon and advanced. Within 34 seconds, nine shots were fired, ending Jones's life. Now, the Inspector General has officially charged Magdan with first-degree manslaughter, stating his aggressive entry actively escalated the danger, with four rounds striking Jones after he was already on the ground. ​While the police union claims it was a justified lethal force encounter, Connecticut Inspector General Eliot Prescott concluded that the use of deadly force was not legally justified, stating that Jones was not an imminent threat and that Magnano’s aggressive entry directly re-escalated the scene.
