Please like, comment, and SHARE! 🙏 🔍 Episode Overview: On November 1, 2023, at approximately 1:00 a.m., Deputy Amy Pilloud of the Whitman County Sheriff’s Office, while on patrol, observed a white 2007 Toyota Camry driving without headlights as it turned east from N Grand Avenue onto NE Stadium Way. As she pulled behind the vehicle, she observed the driver make an uncontrolled turn onto NE Valley Road and cross into oncoming traffic before hitting a curb and driving onto the sidewalk. Deputy Pilloud turned on her emergency lights and the vehicle came to a stop on NE Valley Road near NE Brandi Way. She made contact with the driver, who was later identified as 19-year-old Cecelia. She asked Cecelia where she was coming from, and she told Deputy Pilloud that she was on her way to her friend’s house after leaving Timber. While speaking with Cecelia, Deputy Pilloud detected the odor of alcohol and observed other signs of impairment. Cecelia initially admitted to having one drink of liquor that evening, but later admitted to having more. Because of her suspicion of impairment, Deputy Pilloud offered her the opportunity to perform sobriety exercises. The first exercise was the Horizontal Gaze Nystagmus (HGN) test. The second exercise was the walk-and-turn test, in which Cecelia initially took the wrong number of steps and while unable to complete the test. The final exercise was the One Leg Stand test. During the One Leg Stand test, Cecelia was unable to keep her balance and kept putting her foot down. After the field sobriety tests, Cecelia was asked to voluntarily take a PBT test, which yielded a BAC of 0.194%. Based on her admission to consuming alcohol, her inability to properly perform the field sobriety exercises, and the results of the PBT test, Deputy Pilloud arrested Cecelia for driving under the influence of alcohol. Her vehicle was safely parked in the parking lot of a nearby apartment complex and Deputy Pilloud transported Cecelia to the Pullman Police Department for further processing. Deputy Pilloud read Cecelia the implied consent warnings, and after completing the 20-minute observation period, she agreed to take an alcohol test. Her breathalyzer test revealed a BAC of 0.152%, which was nearly twice the legal limit of 0.08% for drivers over 21 and more than seven times the legal limit of 0.02% for drivers under 21. After the breath alcohol test, Cecelia was transported to the Whitman County Jail in Colfax, Washington, where she was booked into jail. She was charged with driving under the influence (DUI) pursuant to RCW 46.61.502 and was later released pending her court appearance.
