CHILLICOTHE, OH - At 10:45AM on January 4th, 2020, Chillicothe PD responded to a complaint about a man parked in a strip mall outside a Dollar General and far from an actual parking space. The officer approached the vehicle and began asking questions to the suspect for which he could not answer. The suspect had significant difficulties retrieving his license from his wallet and appeared to be in a state of delirium and unable to answer any of the officer's questions coherently. No presence of the odor of alcohol was detected on the suspect at this time nor did the suspect claim to be on any type of medication. The suspect was asked to be moved away from the vehicle and onto the nearby sidewalk to perform field sobriety tests. After thoroughly explaining the horizontal gaze nystagmus (HGN) test, the suspect began following the pen using his head only and did not following any of the directions given to him just prior. Once the HGN test was unable to be performed, the officer attempted to have the suspect perform the walk-and-turn test. The suspect could not stand in the manner which the officer was instructing after repeated attempts nor seemed to have the mental faculties to understand what was being asked. The one leg stand test attempt was also unsuccessful after the suspect did not raise one of his legs as instructed and began counting while in a standing position with both feet on the ground. At this point, the responding officer read the suspect his Miranda rights and began patting the suspect down in search of anything illegal in the suspect's possession. During the search, the officers found a rolled up dollar bill with no drug residue and were unable to locate any paraphernalia on the suspect nor in his vehicle. Due to this, the suspect was charged with operating a vehicle under the influence (OVI) as the officers brought him in to the station for further testing and evaluation.
