#news #police #arrest #cops Report: On 09/15/2023, At approximately 0120 hours. Officer was driving and noticed a 2017 Kia Sportage heading towards him. The Kia took a right but did not signal their turn. The Kia drifted to the left curb of the one-way and came within inches of striking the curb. The Kia then drifted to the right getting close to several parked cars before making an abrupt left turn. The driver again failed to signal their turn. Officer activated his emergency lights. The Kia pulled into a parking lot and weaved through several parked cars before coming to a stop. Officer contacted the suspect informed the driver the officer was recording, and explained the reason for the stop. Officer asked the suspect if she had been distracted by something, and she said she was sorry. Officer noticed the suspects eyes were watery and bloodshot. Officer could smell the odor of intoxicants coming from within the car and the suspect was the sole occupant. Officer noticed the suspect had dried blood on her left hand and asked her about it. The suspect said it was a personal reason. The suspect speech manner was slow and confusing at times. Officer asked the suspect if she had cut herself and she said yes but she told me that she did not think it was any of his business. Officer asked for the suspects driver's license but she said she did not have it. Officer asked the suspect for her vehicle registration and proof of insurance. The suspect provided her vehicle registration. Officer asked the suspect how old she was and she stated 19 years old. Officer told the suspect that he was concerned about how much alcohol she had to drink tonight due to her driving and his observations. Officer asked the suspect if she was willing to perform some voluntary field sobriety tests. Suspect asked what happened if she said no. Officer told her he would make his decision based on his observations so far. Officer told the suspect that he needed a yes or no answer about the tests. The suspect began to argue about what was going on. Based on the suspects driving and his observations of her inside the car, the officer believed her ability to drive was impaired by her alcohol consumption. Officer told the suspect that she was under arrest and grabbed ahold of her right wrist. Officer moved the suspects arm behind her back and she began to resist by tensing up her arms and trying to turn towards the officer. Another Officer grabbed the suspects left arm and they were able to handcuff her without further incident. Officer took a quick look at the suspects wrist. There were several superficial cuts on her wrist area and there was no active bleeding. Officer asked the suspect if she would like medics to look at her injuries and she said no. Officer read the suspect the Implied Consent Warning for Breath and Quigley said "yep" that it had been read to her at 0146 hours. The suspects first breath sample was 0.195(IR) and 0.2061 EC) at 0204 hours. Her second sample was 0.179(IR) and 0.188(EC) at 0209 hours. The breath test was administered in accordance to the methods approved by the Washington State Toxicologist pursuant to the Washington Administrative Code. During the entirety of the DUI processing portion, Quigley was rude, disrespectful, and showed no remorse for driving while intoxicated.
