She called it a game. She had rules for it. The "21 Game," as Amber McCann described it to the arresting deputy in Flagler County, Florida, was a rationalization, a mental framework built around a pattern of retail theft that had continued long enough to acquire a name and a structure. Twenty-one items. A self-imposed limit. A cognitive boundary she had drawn to separate what she was doing from what it legally was. It didn't survive contact with a Florida statute. And when deputies searched her vehicle, the game became the least of her problems. What began as a Flagler County Walmart shoplifting call ended with the discovery of 62 grams of methamphetamine, drug paraphernalia, and stolen silver bars. The retail theft charge that initiated the stop was, in terms of sentencing exposure, the smallest item on a list that grew substantially once the patrol car door closed. This analysis examines two dimensions of this case: the psychology of theft rationalization — specifically the cognitive structures habitual shoplifters construct to normalize repeated criminal behavior — and the legal compounding that occurs when a misdemeanor arrest produces evidence of unrelated felony activity. Under Florida Statute §812.014, the aggregate value threshold separating petit theft from grand theft is $750. The narcotics charges that followed, under Florida Statute §893.13, carried sentencing exposure of a different order entirely. The on-camera confession, its evidentiary weight, and why McCann continued talking after the critical admission are examined in the concluding section. FOIA source documentation is on file.
