Officers are sent to an apartment after the property owner tells police there are children locked inside. The footage shows one patrol car, two adults kept apart, and the woman in the back seat telling an officer what she says is in there. The officer says he sees no injuries on either adult. The man is handcuffed and told again and again that he is detained, not under arrest. No charge appears anywhere in this footage. His phone sits on the hood of the patrol car, ringing. Nobody on camera ever says what was found inside that apartment. Did they handle it right? Tell us below. DISCLAIMER: This footage is public record, obtained through a public records request.
