On 2/2/2023 at approximately 10:45 p.m. I, Trp. Zoey Baldwin, was advised of a red Dodge Charger speeding on Interstate 40 around the 67-mile marker westbound. I was sitting stationary near the 59-mile marker westbound. As the vehicle approached, I noticed it matched the description that was given, and it was traveling at a high rate of speed. I attempted to catch up to the vehicle as they continued traveling and gaining speed. I advised dispatch to make Troop H aware of the situation in case it carried over into their jurisdiction. I activated my lights and sirens near the 49-mile marker westbound at approximately 10:56 p.m. The vehicle continued traveling at a high rate of speed and the operator of the vehicle turned the lights off. I called in pursuit near the 46-mile marker. They would proceed to make lane changes while activating their blinker. I was able to keep sight of the vehicle with its lights off for approximately 12 miles before they turned their lights back on. I was able to trail the vehicle closely for a few miles. The vehicle then improperly passed another vehicle on the right shoulder. Franklin County was attempting to set spikes up near the 35 mile marker. The spike attempt was unsuccessful. The suspect vehicle blacked out again shortly after passing the county units. As we continued traveling on Interstate 40, visibility became limited due to the fog. I lost sight of the vehicle due to the fog around the 23-mile marker and discontinued the pursuit. TFC. Matt Price spotted the vehicle shortly after I lost sight of it and picked up the pursuit near the 13 mile marker. The vehicle was still blacked out as a TFC. Price was able to get the tag of the vehicle. The tag on the vehicle was 882ZXX out of Arkansas. TFC. Price then conducted a pit on the suspect at the 13-mile marker westbound. Troop H units conducted a felony take down on the two occupants inside the vehicle. The driver was identified as Tamel Gunter d.o.b. 8/19/91, and the passenger was identified as Nshyka Shelton d.o.b. 2/14/95. Once the suspects were in custody, Troop H troopers conducted a search of the vehicle. In the front seat of the vehicle, a small handgun was located. In the backseat of the vehicle, a black gym bag was located containing three separate clear bags of marijuana and drug paraphernalia, including a scale and unused plastic bags for packaging. After the search, Mr. Gunter admitted that all the drugs and paraphernalia were his. Mr. Gunter was transported to the Johnson County Detention Center. Mrs. Shelton was released, and Elliot’s towed the vehicle.
