On 01/19/2024 at approximately 2107 hours, I observed a white motorcycle (m/c) traveling westbound on Thompson Road at a high rate of speed. I activated the front antenna (same direction) on my Stalker Radar and heard a high-pitched tone. I observed the m/c's speed to be 93mph in a 45mph zone. I activated my emergency blue lights and audible siren while passing Odom Road. I observed the m/c rider to immediately begin slowing and make a left turn onto Waller Road. I heard the racing sound of the m/c's engine rev and observed the rider to quickly accelerate showing no signs of stopping. I advised the Troop D Communications Center that I was in a pursuit with a white m/c traveling south on Waller Road towards State Route 3. I observed the driver fail to maintain its lane as it crossed the double yellow center line and traveled on the wrong side of the road while negotiating a left curve. The driver failed to stop at the stop sign at the intersection of Waller Road and State Route 3. I observed the rider to begin traveling south on State Route 3 for a short distance then turn right onto Atwater Road, followed by an immediate left turn onto N Old Alabama Road. While south on N Old Alabama Road, I check the m/c at 128mph in a 40mph zone. I observed the driver recklessly pass another southbound vehicle in a no passing zone while cresting a hill. I observed the driver fail to fail to stop at the stop sign at the intersection of N Old Alabama and Jeff Davis Road. The driver turned right and began traveling westbound on Jeff Davis Road at a high rate of speed. The rider turned left onto Old Alabama (curvy old Alabama) Road and began traveling south. I observed the rider to negotiate nearly every curve on the wrong side of the road. The rider failed to stop at the stop sign at the intersection of Old Alabama Road and Pickard Road. I observed the m/c turn right followed by a sudden left turn onto Sunnyside Road. I checked the m/c’s speed at 122mph in a 35mph zone. The rider failed to stop at the stop sign at the intersection of Sunnyside Road and State Route 74. We crossed State Route 74 and continued south on Sunnyside Road. The rider failed to stop at the stop sign at the intersection of Sunnyside Road and State Route 36. The rider turned left onto State Route 36 then immediately turned right onto Lakewood Drive, followed by a left turn onto Clay Street. While approaching the stop sign at the intersection of Clay Street and Reid Place Road, my patrol car began experiencing brake fade; to avoid striking the m/c in the rear, I steered to the left and we both traveled past the stop sign and into the intersection. The rider drove onto the east shoulder of Reid Place Road and began traveling south. The rider returned to the roadway momentarily, but I channeled him back to the east shoulder and into the front yard of 113 Reid Place Road. The rider was able to turn around while almost striking an Upson County Sheriff’s Department Patrol car while in the front yard of the above residence. We returned to the roadway and began traveling northbound on Reid Place Road. The rider failed to stop at the stop sign at its intersection with State Route 36 while turning right. The rider was now fleeing eastbound on State Route 36 towards the City Limits of Thomaston. I checked the m/c’s speed at 141mph in a 55mph zone. We met an Upson County Deputy at the Potato Creek Bridge who attempted to block the road, but the fleeing driver steered to the right and went around the patrol car at a high rate of speed. We continued eastbound on State Route 36 (S Green Street) traveling into the City of Thomaston. We turned right onto Thomas Street, then immediately turned right onto State Route 3. As we were traveling south on State Route 3, I checked the m/c’s speed at 125mph+ in a 40mph zone. I observed the driver to pass two southbound motorists in the center turn lane. We turned right on Indian Trl, then left onto Little Deer Run. I observed the driver to begin slowing to a stop on the west shoulder of Little Deer Road. Upon exiting my patrol car, SFC J. Womble #145 had already taken the driver to the ground and had him in the prone position. The driver was taken into custody without further incident. I identified the driver to be Mr. Andrew Carson Stephens (DOB: /1988). Mr. Stephen’s had several outstanding warrants for his arrest from the Upson County Sheriff’s Department and the Thomaston Police Department. Mr. Stephen’s advised that he fled due warrant’s for his arrest and his Georgia Driver’s License being suspended. Our next-list wrecker Bogg’s Towing came to the scene to retrieve the m/c. Sgt. W. Reynolds with the Upson County Sheriff’s Department transported Mr. Stephens to the Upson County Jail where an investigative hold was placed on him. Warrant’s will be taken for Felony Fleeing.
