Around 2:14 AM on April 14, 2024, Deputy Joel Zoller with the Santa Rosa County Sheriff’s Office observed an eastbound silver 2011 Suzuki sedan speeding 61 MPH in a 45 MPH zone on Highway 90 near Watkins Street. He began following the driver and observed the vehicle swerving between lanes. Deputy Zoller then activated his emergency lights to initiate a traffic stop, and the driver pulled over in the parking lot of the liquor store at 5091 Highway 90. He exited the vehicle and made contact with the driver of the Camry, who was identified as 23-year-old Haley Stubbs. As he was speaking with Haley, he detected the odor of alcohol and observed other indicators of impairment. Her brother Jeffrey Stubbs was seated in the passenger seat, and he was covered in vomit. She told the Deputy that she and her brother were heading home from LandShark, a bar in Pensacola. Deputy Zoller called for first responders to arrive on scene to evaluate him because he was initially unconscious, but he regained consciousness after Deputy Zoller made contact with him. Based on his suspicion of impairment, Haley was asked to exit the vehicle and perform field sobriety exercises as Deputy Elenz stood by her brother. Deputy Zoller started with the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Deputy Zoller observed the lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. The second exercise was the Walk and Turn test. During the Walk and Turn test, Haley initially did not touch heel-to-toe on each step and took an incorrect number of steps. She attempted the test multiple times but was unable to complete it satisfactorily. The final exercise was the One Leg Stand test. During the One Leg Stand test, Haley failed to raise her foot in the proper fashion and put her foot down before the test was complete. Based on her erratic driving, her indicators of impairment, the odor of alcohol, and her inability to adequately perform the field sobriety exercises, Deputy Zoller told Haley that she was being placed under arrest for DUI. Her brother eventually called an Uber to transport him home. Haley was transported to the Santa Rosa County Sheriff’s Office for further processing. At the jail, she refused to submit breath samples. She was charged with a DUI (316.193.1a). Haley was eventually released pending her court appearance on a $500 bond. ---------------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information).
