Officers quickly began investigating the incident and released a photo of the suspect on social media, asking the public for assistance in identifying him. Within just two hours, police received multiple tips reporting sightings of the suspect in the same general area. Officers responded to a Chick-fil-A restaurant, where they located a man matching the description. The suspect was later identified as Jeffrey Osburn. To avoid alarming customers inside the restaurant, officers asked Osburn to step outside. Once outside, Osburn suddenly fled on foot, prompting a brief chase. An officer was able to deploy a Taser, safely taking Osburn into custody without further incident. Osburn was initially arrested and booked into the Oklahoma County Detention Center on a charge of obstruction. He later bonded out. Detectives continued their investigation, working to positively identify Osburn as the suspect involved in the earlier incident at a TJ Maxx store. On December 19, 2024, investigators obtained a felony arrest warrant. With assistance from the United States Marshals Service, Edmond Police located and arrested Osburn on the outstanding warrant for lewd acts involving a child under the age of 16.
