Future Arrest: https://www.youtube.com/watch?v=d5OsAXe1LdM Around 4:57 PM on May 22, 2026, Patrolman Jordan Barham with the Westfield Police Department initially responded to the Fairview Cemetery (1100 East Broad Street) on a report of a male subject who had allegedly exposed himself to members of the public and pleasured himself. Patrolman Barham arrived on scene and he was advised by dispatch that the male subject was wearing a sweatshirt, sweatpants, and a black hat. He located the subject and recognized him as 31-year-old Matthew Sosnowski. Patrolman Barham asked Matthew what he was doing, and he claimed that he was paying his respects spiritually to people in the cemetery. As he was speaking with Matthew, he observed several large stains on the front of his sweatshirt that appeared consistent with possible semen stains. Matthew claimed that those stains were just water, and tried wiping them away until he was instructed to stop. Detective Carrero arrived on scene to assist shortly afterwards, and then spoke with the complainant who had witnessed the alleged incident. The complainant was Laura Skrabal, the Executive Director of the cemetery. At the time of the alleged incident, members of the Boy Scouts of America were present on the cemetery property. That group consisted of juveniles ranging in age from approximately 6 to 18 years old. Based on the witness's statement, the officers concluded that Matthew had committed a crime and placed him under arrest. During a search of his person incident to arrest, Patrolman Barham observed that Matthew's pants were unbuttoned. There was also a large wet stain on the front of his underwear that appeared consistent with possible semen staining. Patrolman Barham transported Matthew to the Westfield Police Department for further processing. Lieutenant Thomas Ostrander contacted Assistant Prosecutor Barrella, and a Union County warrant was approved. After the officers finished processing Matthew, he was transported and lodged in the Essex County Correctional Facility. For this particular incident, Matthew was charged Lewdness (victim less than 13 years of age) pursuant to 2C:14-4B(1). Court records indicate that Matthew was later arrested again for Lewdness (victim less than 13 years of age) pursuant to 2C:14-4B(1) following an alleged incident inside the Westfield Public Library on June 22, 2026. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J.
