Eubanks Street. When officers arrived, they located the suspect — 22-year-old Kavon Ragan — standing on his front porch. Officers attempted to communicate with Ragan from a safe distance and gave multiple commands in an effort to de-escalate the situation. Ragan refused to comply and repeatedly moved in and out of the home while armed. Moments later, Ragan opened fire on the officers, striking Sgt. Joshua Scott. Another officer rushed Sgt. Scott to the hospital, where he underwent surgery and was later released. Police soon discovered that five additional people were inside the residence with Ragan — including three children. Throughout the standoff, Ragan continued firing sporadically at officers and refused all attempts at negotiation or peaceful surrender. At approximately 11:47 a.m., after hours of gunfire and escalating danger, an OKCPD officer shot and killed Ragan. An entry team cleared the home and safely rescued all remaining occupants, none of whom were injured.
