Dustin Paulman, 23, was arrested Saturday in connection with first-degree battery, kidnapping, unauthorized use of a vehicle, fleeing, leaving the scene of an injury accident, four counts of theft by receiving, multiple moving violations and a parole violation. Paulman remained at the Washington County Detention Center Monday in lieu of $100,000 bond. According to a probable cause affidavit, a trooper sitting alongside Interstate 49 clocked Paulman going 92 mph in a Jeep. When the trooper pulled out behind Paulman, he abruptly took exit 65, Stephen Carr Memorial Boulevard, and was headed toward Garland Avenue, refusing to stop, before taking Sang Street. The Jeep had all four tires leave the ground crossing Township Street and then Paulman lost control on Ora Street, hit a utility pole and rolled, ejecting the passenger, according to the affidavit. Paulman fled on foot but was tracked down by a K-9 unit and arrested a short distance away. The passenger suffered serious injuries that will leave her paralyzed from the waist down, according to the affidavit. The Jeep had been reported stolen Friday, according to the affidavit. Paulman was also the subject of a nationwide felony warrant out of Washington County for possession of a controlled substance with the purpose to deliver and was in violation of the terms of his post-prison parole agreement, according to a State Police press release Monday.
