First DWI: https://www.youtube.com/watch?v=Ef2MHujGqjM Second DWI: https://www.youtube.com/watch?v=TqRCPw90So4 Third DWI: https://www.youtube.com/watch?v=s3U8CHpgaF4 On August 27, 2025 around 2:26 AM, Officer Achraf Diglawi with the Fairview Police Department observed a silver 2017 Toyota Tundra that was swerving across lanes on Anderson Avenue. He followed the vehicle as the driver turned onto Kamena Street and headed westbound. The vehicle continued to swerve towards other parked vehicle and blew through the stop sign at the intersection of Kamena Street and 7th Street. He activated his emergency lights to intiate a traffic stop, and the driver pulled over as she approached the intersection of Kamena Street and 6th Street. Officer Diglawi exited his patrol car and made contact with the driver, was eventually identified as Windi Achegiron. As he was speaking with Windi, he detected the odor of alcohol and observed other indicators of impairment. Officer Thomas Piccinich arrived on scene to assist, and Windi eventually admitted to consuming 4 drinks earlier that evening. Given the apparent language barrier, Officer Fernandez with the Ridgefield Police Department was called to the scene to assist with translation. After Officer Fernandez arrived on scene, Windi was asked to exit the vehicle and perform field sobriety exercises. Officer Piccinich started with the Horizontal Gaze Nystagmus (HGN) test, and he observed indicators of impairment. The second exercise was the Walk and Turn test, and it was administered by Officer Diglawi. During the Walk and Turn test, Windi failed to touch heel-to-toe on each step, took an incorrect number of steps, and failed to turn. The final exercise was the One Leg Stand test. During the One Leg Stand test, Windi failed to raise her foot in the proper fashion. Based on her erratic driving, her indicators of impairment, the odor of alcohol, and her inability to adequately perform the field sobriety exercises, Windi was then placed under arrest for operating under the influence. The vehicle was impounded by for a mandatory 12-hour hold under John’s Law. Officer Diglawi transported Windi to the Fairview Police Department for further processing. The Standard Statement for Motor Vehicle Operators was read to her and she agreed to submit breath samples. Her Alcotest results indicated a BAC level of 0.15%, which was nearly double the legal limit of 0.08%. Once they finished processing her and issued her tickets, Windi was eventually released to a friend pending her court appearance after they signed the Potential Liability Warning on Windi’s behalf. Officer Diglawi issued Windi the following citations: -Operating under the influence (39:4-50) -Traffic on marked lanes (39:4-88) -Failure to stop at a stop sign (39:4-144) -Careless driving (39:4-97) -Failure to exhibit documents (39:3-29) Windi has previously been arrested for DWI in Leonia, NJ on January 10, 2022. This was followed by her second DWI arrest in Palisades Park on February 24, 2024. She then got arrested again for her third DWI in Palisades Park on July 4, 2025. Windi also has numerous other traffic citations on her record. As of February 28, 2025, this particular DWI from August 27, 2025 and her Palisades Park DWI from July 4, 2025 are both still pending in court. ------------------------------------------ Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). (P.L. 2024, c.16). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
