On April 14th, 2024, at approximately 0028 hours, I (TFC A. Mathews ) was traveling south on Lee Street approaching Interstate 20 east bound when I located an orange Dodge Charger Scat Pack with black racing stripes bearing Georgia tag SFT6230 that had previously fled and alluded Troopers just a few moments before. The vehicle was being operated in a normal manner as it entered onto Interstate 20 east from Lee Street. Due to the extremely reckless nature of the recent pursuit, I coordinated with responding Troopers and decided to conduct a Precision Immobilization Technique (PIT) maneuver as soon as my emergency equipment was activated to prevent another reckless vehicle pursuit from occurring. The vehicle rotated counterclockwise, but the driver was able to recover and began fleeing recklessly, east bound on Interstate 20. I immediately attempted to conduct another PIT maneuver as the vehicle recoverd but was also unsuccesful. Due to the damage sustained to the fleeing vehicle during the PIT maneuver, the vehicle displayed a difficult time maintaining its lane of travel and began exhibiting erratic fish tail like maneuvers every time the driver would attempt to accelerate. As the pursuit traveled east on Interstate 20, I began to set up to conduct another PIT maneuver, however the driver attempted to accelerate rapidly to avoid me, causing the vehicle to lose control and rotate clockwise into my path of travel. I struck the passenger side of the vehicle causing it to rotate 360 degrees clockwise at least twice before it struck the concrete median wall on the right shoulder and came to a stop. I made intentional contact with the front of the vehicle to prevent further fleeing. I then observed the driver crawling across the center console while making furtive movement with his hands and attempted to open the passenger side front door. As I exited my patrol vehicle, I expected the driver to be able to exit the passenger door and flee on foot so I unholstered and charged my Taser 7 and pointed it at the driver. Once I realized that the driver was unable to exit the vehicle, I unholstered my Glock 45 sidearm and pointed at the driver and gave loud verbal commands. The driver continuously made furtive movements with both of his hands within the passenger compartment of the vehicle, often times concealing them. I attempted to activate my pistol mounted flashlight and realized it was inoperable. The only light that I had readily available was the flashlight integrated into my Taser 7 so I continued utilizing both weapons for a short amount of time. As other Troopers arrived, I made an approach to the passenger side of the vehicle to extract the driver. Once the driver complied and made both hands visible, I holstered my Taser 7 and attempted to open the passenger door when the driver again made a last second furtive movement under his seat. I then transitioned to my flashlight on my duty belt to be able to illuminate the passenger and again gave loud verbal commands for him to show his hands. He complied again and with the assistance of TFC G. Brown, we extracted the driver from the rear passenger door and placed him onto the ground. Once on the ground, the driver did not immediately comply with commands to provide his hands but with the use of limb manipulating techniques, he was quickly placed into handcuffs. He was identified as Edward Turner and was turned over to TFC J. Peeples, who was the primary Trooper in the first vehicle pursuit. A search of the vehicle incident to arrest yielded a Glock 9mm handgun from the center console that returned stolen out of Clayton County after a GCIC/NCIC query. Located in the trunk of the vehicle was a black rifle with an extended magazine. Turner was turned over to TFC Peeples for transport and the vehicle was impounded by South Metro Towing. Both firearms were placed into evidence and safekeeping at Post 48.
