Police Narrative - "Officers attempted a traffic stop on both vehicles. One of the vehicles a white Dodge Challenger failed to comply with officer's signal to stop and fled the scene. The other vehicle Ohio plate JTA 4345 pulled over after hitting the curb on E. 15th Avenue and Hight St. The driver of the vehicle was later identified as Ms. Koan. Ms. Koan stated she was trying to keep up with the other vehicle to get attention from the driver, whom she has a crush on. Ms. Koan had a smell of an alcoholic beverage coming from her person. I noticed her eyes were glassy. I asked Ms. Koan how much she had to drink tonight, and she denied consuming any alcoholic beverage. She told me she was the designated driver and her friend in the front passenger seat was the only one drinking tonight. I asked Ms. Koan to step out of the vehicle to which she complied. I asked Ms. Koan if she was willing to perform several field sobriety tests which she agreed to. I asked Ms. Koan if she had suffered any recent head injury, and she advised she had a head surgery in the past. She also wears glasses for driving but did not have her glasses tonight. I first had Ms. Koan perform the Horizontal Gaze Nystagmus test. I explained the test to Ms. Koan, and she stated he understood the instructions. I observed equal tracking and pupil size. There was no resting nystagmus. I witnessed four out of the possible six clues, distinct and sustained nystagmus at maximum deviation in both eyes and onset of nystagmus prior to 45 degrees in both eyes. A vertical gaze nystagmus test was performed with no clue observed. I asked Ms. Koan if she had any back or leg injury that would prevent her from completing a Walk and Turn and One Leg Stand test. Ms. Koan advised she recently had knee surgery and could not perform the Walk and Turn test, however, she could perform the One Leg Stand test. I explained and demonstrated the one-leg stand test to Ms. Koan and had her perform the test. I observed no clue out of the possible four clues. I advised Ms. Koan she was under arrest for OVI. Ms. Koan was handcuffed and placed in the rear of Car 32. She was transported to Blankenship Hall for processing, where Officer Kovach performed a search on her. Ms. Koan later admitted to Officers she had a few drinks at the bar." Please consider becoming a member of this channel by clicking the join button below!
