Official report below: "On November 09th, 2024, at approximately 11:00 hours, Alaska State Troopers contacted Lucas (redacted) for shooting from/on/across a roadway at Alascom Access in GMU 13. AST was conducting a artificial ptarmigan decoy operation in that area. Lucas was observed getting out of a black pick-up truck with a shotgun looking around for birds. He spotted a non- game bird (chickadee) while standing in the center of Alascom Access road. Lucas shot and killed the non-game bird while he was still standing in the center or the road. Lucas was issued a citation for shooting from/on/across the road."
