On 07/20/2023, at approximately 10:31 PM, I was sitting on the I-49 69 Mile Marker southbound on ramp. I checked the speed of a Ford Mustang traveling 100 MPH in a 70 MPH speed zone. I attempted to catch up to the speeding Mustang. I was able to gain ground on the Mustang at the 67 Mile marker. At approximately 10:33 PM, I was able to get another speed reading with my radar 110 MPH in a 65 MPH speed zone at the 66 Mile Marker. The Mustang's lights were turned off. I advised dispatch that I was in pursuit of a Ford Mustang. I could see that the Mustang traveled across all lanes of traffic onto the I-49 65 south exit lane. The lights on the Mustang came back on. The Mustang traveled onto Mt. Comfort Road westbound. The lights on the Mustang went back off. I approached the intersection of Mt. Comfort Road and Shiloh Drive. I could see the brake lights activate on the Mustang southbound on Shiloh Drive. I turned around just west of the intersection and proceeded south on Shiloh Drive. I knew that Shiloh drive had no outlets. I asked dispatch to contact Fayetteville Police Department for assistance. ASP units arrived along with Fayetteville Police. Sgt. Ray Triplett, Cpl. George Enke, and Cpl. Taylor Elkins started searching the area. At approximately 10:47 PM, Sgt. Triplett and Cpl. Elkins located the fleeing Mustang in a back parking lot of a business at the dead end of Shiloh Drive. Sgt. Triplett advised that he saw a Mustang with two subjects inside of it. Sgt. Triplett got on his PA System and ordered the two subjects out of the vehicle. They were both placed in handcuffs. I arrived and made contact with the officers on scene. I went to the back of the Mustang to see of it had the slanting tail lights. This Mustang had the same slanting tail lights like the one I was pursuing. I walked over to the Driver Skyler Settlemyer. I read the Miranda Rights to him. Mr. Settlemyer advised that he understood his rights. I asked Mr. Settlemyer, why did he flee from me. Mr. Settlemyer stated that he panic that why he fled. The passenger Austin England was released from the scene after giving his information. Mr. Settlemyer was transported to the Washington jail to be booked. Mr. Settlemyer was booked for Felony Fleeing, Reckless Driving, Speeding 110 MPH/65 MPH, Driving With Lights Off To Avoid Detection, and Expired Tag.
