Officers were in the area when they saw a black male with a blue tank top shirt and black shorts walking. Officers stopped to get out with the male and he initially did not want to stop for them. Officers advised him he matched the clothing description of a male who was involved with an incident. The male continued to walk away from officers and they advised him that if he did not stop walking away then he would be placed in handcuffs. The male complied and advised officers his name was Randolph. Officers asked the suspect what he knew about the incident that happened and he said that he was not involved that another male wearing a blue shirt threw something at a vehicle. The suspect said he was in the yard of the house where the incident occurred, but he did not get involved. The suspect advised officers multiple times he had nothing to do with this incident. While speaking with the suspect, the victims drove up in a 2019 Nissan Altima black in color. Victim began yelling at The suspect stating to me he was the male who threw a brick at her car. Officers asked the victim to show them where the damage was on her vehicle, and officers observed on her passenger front window where there were two cracks. Officers also observed where mud was on the window as well.
