DWI #1 in Sparta, NJ: https://www.youtube.com/watch?v=LKjQ2GEFmsY Shoplifting Arrest: https://www.youtube.com/watch?v=qkXMGPftV9M Stealing an iPhone: https://www.youtube.com/watch?v=CoRwssvdwvo Around 11:56 PM on June 22, 2023, Patrolman David DiLauri of the Stanhope Police Department responded to a call involving a suspicious vehicle in a parking lot on Brooklyn Road in Stanhope, NJ. He made contact with the driver of a 2020 Jeep pickup truck, identified as 21-year-old Shannon. He immediately recognized the driver based on his previous interaction with her at a liquor store. Sergeant Ryan Hickman arrived on scene shortly afterwards and observed an open container of alcohol in the Jeep, so Patrolman DiLauri proceeded to initiate a DWI investigation. Based on his suspicion of impairment, Patrolman DiLauri offered Shannon an opportunity to perform voluntary field sobriety exercises. The first exercise was the recitation of the alphabet from E to X, which Shannon did not perform correctly despite attempting to do so twice. The second exercise was the Horizontal Gaze Nystagmus (HGN) test. The third exercise was the Walk and Turn test, and Shannon failed to properly walk heel-to-toe on the line in the parking lot. The final exercise was the One Leg Stand test, and Shannon did not raise her foot in the proper fashion while displaying a lack of balance. Based on the suspicious vehicle call, the open container of alcohol, her inability to adequately perform the field sobriety exercises, and her admission to consuming alcohol in the hours prior, Patrolman DiLauri placed Shannon under arrest for operating under the influence. As Patrolman DiLauri proceeded to search her vehicle, Sergeant Hickman questioned Shannon separately about how much alcohol she had consumed. Shannon admitted to Sergeant Hickman that in the hours prior, she had consumed a few drinks at a bowling alley before operating a motor vehicle. After searching her vehicle, Patrolman DiLauri found 1 bottle of Coors Light, 1 can of White Claw Hard Seltzer, and 1 can of Arnold Palmer Spiked. After Shannon was placed under arrest, her vehicle was towed and she was transported to the Stanhope Police Department. She agreed to take a breathalyzer test and she was released pending her first court appearance in the Andover Joint Municipal Court after they finished processing her. Patrolman DiLauri issued Shannon the following summonses: Operating under the influence, open container of alcohol, and reckless driving. --------------------------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting this channel (email us for more information). Our content is educational and in compliance with YouTube's Fair Use Policy because we edit several long clips into a concise story. This is similar to other law enforcement channels on YouTube. All videos and case documents were obtained pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq. (P.L. 2001, c. 404). Defendants are considered innocent until proven guilty. The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
