According to the official report, Trooper Ronald Weast Jr. was stationary near State Highway 114 when he observed a red 1999 Polaris Scrambler 500 traveling eastbound along the highway shoulder with a driver and passenger aboard. Trooper Weast pulled behind the ATV and activated his emergency lights and siren as the Polaris began turning north onto Freedom Road. The report states that once the driver saw the trooper's emergency equipment, he rapidly increased his speed and began fleeing. Trooper Weast followed onto Freedom Road and notified dispatch that he was in pursuit. The ATV continued northbound with two people aboard, reaching approximately 60 MPH in a posted 40 MPH zone. With the Polaris continuing along the rural road and the trooper close behind, the pursuit carried on for approximately one mile.
