Please like, comment, and SHARE! 🙏 🔍 Episode Overview: On June 29, 2023, at about 4:50 PM, Patrolman Giovanni Santiago from the Westlake Police Department responded to a report of reckless driving involving a 2010 Jeep Patriot in the parking lot at 29979 Detroit Road (US Bank). He found the Jeep and spoke with the driver, 36-year-old Dominique Howell. As he got closer to the vehicle, he saw that it had collided with a 2021 Chevy Blazer parked in front. Dominique was leaning over the steering wheel. Her speech was unclear, and her eyes appeared watery and bloodshot, leading Patrolman Santiago to believe she might be under the influence. Patrolman Santiago inquired about Dominique's whereabouts, to which she replied that she had come from Crocker. When asked how much she had to drink, she stated that everyone drinks these days. She appeared to be unaware that she had hit another parked car, and her answers were inconsistent. Suspecting she might be impaired, Patrolman Santiago offered Dominique the chance to take standardized field sobriety tests, and she agreed. At this point, Patrolwoman Victoria Kirby and Patrolman Richard Dudas arrived to provide assistance. The first field sobriety test conducted was the Horizontal Gaze Nystagmus (HGN) test. Patrolman Santiago noted that the subject showed a lack of smooth eye movements, but she was uncooperative and could not finish the test. The second test was the Walk and Turn. During this test, Dominique did not walk heel-to-toe and failed to take the right number of steps. After discussing with Patrolman Dudas, Patrolman Santiago decided it would be unsafe to proceed with the One Leg Stand test and concluded that Dominique was impaired. After the traffic accident, Dominique was arrested by Patrolman Santiago for Operating a Vehicle Impaired (OVI) due to her slurred speech and poor performance on field sobriety tests. Following the arrest, Patrolman Santiago and Patrolman Dudas searched her vehicle and discovered a crack pipe, marijuana, and open alcohol containers. They documented and photographed all the illegal items, with some being taken into evidence. Dominique was then taken by Patrolwoman Kirby to the WPD Jail for processing. After arriving at the jail, Patrolman Santiago presented her with the BMV 2255 ALS form, but she kept interrupting him. Dominique was uncooperative and ultimately refused to provide breath samples for testing. Following her processing, she received a citation for OVI and for driving with a suspended license.
