On May 10, 2024, after a tornado touched down in Tallahassee, causing most of the traffic lights to go out, Detective Rowland spotted a vehicle driving through several intersections without stopping. Motorists in Florida are required to come to a complete stop when a traffic control device is out. The 26-year-old driver was not in possession of her driver's license. Detective Rowland obtained the woman's name and date of birth and ran her information through the Driver and Vehicle Information Database (DAVID). DAVID showed that the woman had four (4) outstanding arrest warrants. When officers explained this to the woman, she refused to exit the vehicle, causing her to be forcibly removed and handcuffed. Once she was placed in the back of the patrol vehicle, she went on a racist and vulgar tirade that lasted the entire trip to the jail.
