Police Report: On 02/20/2023, at 1642 hours, I observed a gray Honda with a Florida license plate traveling southbound on US Highway 1. The vehicle's rear license plate frame partially obstructed the top and bottom of the tag. Plate inquiry revealed that the owner had her driving privileges permanently revoked for failure to complete the Basic Driver Improvement (BDI) course. At this time, I initiated a traffic stop on the vehicle and made contact with the owner, who was the operator. I informed her of the reason for the stop and requested her driving credentials. The driver became confrontational, stating her license was not suspended and referring to it as "bullshit." She failed to present her driver's license and provided an expired registration card along with an expired insurance card for a different vehicle. When asked for different insurance, she replied, "that’s all I got." During the course of the stop, I instructed the driver to exit the vehicle multiple times, but she failed to do so. The driver continued to act irate on the side of US Highway 1, yelling “record this” to her passengers. After she failed to obey the lawful command to exit the car, she had to be physically removed from the driver's seat. While outside the vehicle, she continued to pull away to prevent me from handcuffing her. During the struggle, she stated, “If you break my arm, I will punch you in the face.” The driver was ultimately arrested and secured in the back of my patrol car. The investigation revealed that on 07/04/2022, the driver was pulled over and issued citations for failure to obey a traffic control device and failure to update her address. As of today’s date, the driver's address has not been updated with the DHSMV, and she failed to complete the BDI from the moving violation. Records show that she was sent a notice of suspension on 08/05/2022. Based on the evidence gathered, the subject was transported to the Indian River County Jail, where she was booked for the following offenses: - CT1: Corruption by Threat to a Public Servant, No Bond. - CT2: Resist Arrest Without Violence, $500 Bond. - CT3: Failure to Maintain Required Insurance, $500 Bond. - CT4: Failure to Notify DHSMV of Address Change, $500 Bond. ✅ This video was obtained through Public Records Requests.
