The Indianapolis police officer who was shot in the neck in Fountain Square in late February will be discharged from the hospital Friday, police announced. The man accused of shooting a first-year Indianapolis police officer in the neck during a foot chase in Fountain Square late last month is facing attempted murder and resisting law enforcement charges. Prosecutors on Tuesday formally charged Mylik Hill, 31, with two counts of attempted murder, six counts of resisting law enforcement, a count of criminal mischief and unlawful possession of a firearm by a violent felon. The filing comes more than a week after the Feb. 27 shootout that left both Hill and Indianapolis Metropolitan Police Officer Thomas Mangan seriously wounded. Law enforcement officials on Tuesday said Hill fired on officers first during the exchange. A motive in the shooting remained unclear. Mangan, who was in field training at the time, was shot in the throat and suffered "significant damage" to his voice box and Adam's apple, according to police. IMPD Chief Randal Taylor told reporters Mangan was in "great spirits" this week. "He is truly a man of faith," Taylor said. "He is an incredible example of an officer that is dealing with a traumatic injury that he's going to have to deal with for a while. But his spirit is right.” Hill was shot twice in the chest and once in the thigh by another officer, court records indicate, and remained in custody Tuesday at an Indianapolis hospital. The shooting occurred after officers responded to the 1600 block of Lexington Avenue on a report of a vehicle crash shortly after 10 p.m., investigators said in a probable cause affidavit. A woman reported that a man driving a red car hit a fence in front of her house, as well as her neighbor's white truck across the street. The man, she said, got out of his car, pulled his pants down and urinated on the street. Police previously told reporters they were told a man in a red car was intoxicated, “acting strange” and headed south on State Avenue. Officers found a man wearing a red jacket in the red Buick in the 1600 block of Woodlawn Avenue, a street two blocks south of Lexington Avenue. When police approached, the man, later identified as Mylik Hill, got out of his car "while keeping his back to the officers with his hands in front of him," according to the affidavit. Officers yelled: "Stop, police. Show me your hands," investigators said, and the man ran away. Six officers chased him on foot, with Mangan and his field training officer, Daniel Majors, in the lead. As Mangan gained on Hill and reached out toward Hill's back with both hands, the affidavit indicates, Hill "produced a pistol and fired two shots. One shot hit Mangan's radio, which caught fire, and the other "struck the center of his throat at the base of his neck." Investigators said Majors, a 7-year veteran of IMPD, shot back at Hill and ordered the man to drop his weapon. Instead, Hill reportedly "did not comply and fired several more times at Officer Majors" before fleeing. Drones located the man shortly before 11 p.m. in the 900 block of Dawson Street, less than half a mile from where the shootout occurred, and a SWAT team took him into custody. He had been shot in the chest and thigh. Police found a 9mm handgun next to the man. It had been reported stolen in October 2021. Taylor, the police chief, on Tuesday thanked both first responders and the community for their efforts following the shooting. He emphasized Indianapolis Fire Department Engine 3's role in quickly taking Mangan to a hospital in the moments after he was shot. "That just reaffirms that it’s not just law enforcement," Taylor told IndyStar last week. "It’s IEMS and our fire department people that are all in that same boat. We all look out for one another.” Officials said Mangan also was thankful for the support he's received from the community. They shared a prayer he wrote from his hospital bed: "Dear God! We are so grateful," Mangan wrote. "Grateful for your unconditional love for us! Father God, you have blessed me beyond my imagination. Each person I have come into contact with or have heard about is seeking to serve me. I was supposed to serve this community but God has greater plans. I am uncertain what they are but am thankful for the people he is using. Thank you Jesus! Amen.”
