The car continued east on NE Colorado Street. Officer St. Andre tried to pull it over but soon realized he was chasing the wrong vehicle. He turned off his emergency lights, went south on NE B Street, and spotted the Chevy Cruze driving the wrong way on NE Linden Street. He turned his lights back on and stopped the car at the intersection of NE Campus Street and NE Thatuna Street. He approached the driver, later identified as 22-year-old Maggie Rash. After Officer St. Andre approached Maggie, he asked her if she knew why she was being pulled over or if she remembered running the stop sign. Maggie explained that she was driving her boyfriend’s car and couldn’t show any identification. The officer noticed signs that suggested she might be impaired, so he asked how much she had been drinking. At first, Maggie said “not very much,” but later confessed to having three drinks. Suspecting her impairment, Officer St. Andre requested that she step out of the car and offered her a chance to do field sobriety tests. The first test conducted was the Horizontal Gaze Nystagmus (HGN) test. Officer St. Andre noted that Maggie's eyes did not follow smoothly and showed noticeable jerking when looking to the side. Next was the Walk and Turn test. Here, Maggie struggled to touch her heel to her toe with each step, and she turned incorrectly at the end. The final test was the One Leg Stand. During this exercise, Maggie lost her balance, dropping her foot three times and using her arms for support. After the field sobriety tests, Officer St. Andre asked Maggie to take a Preliminary Breath Test (PBT). The PBT showed that her blood alcohol concentration (BAC) was 0.188%, which is more than double the legal limit of 0.08%. Because she struggled with the sobriety tests and failed the PBT, Officer St. Andre arrested her for driving under the influence. Once she was handcuffed, Maggie was taken to the patrol car and transported to the Pullman Police Department for more processing. At the police headquarters, Officer St. Andre informed Maggie about her rights under the Constitution. She chose to give up those rights and answer his questions. He then read the Implied Consent Warning to her, and she agreed to provide breath samples for testing. After that, he started a 20-minute observation period. During this time, Maggie admitted she had been drinking earlier. The results from the Alcotest showed her blood alcohol concentration at 0.206%. After Officer St. Andre finished the breathalyzer test, he put Maggie in a holding cell. After a short time, she was taken out for photos and fingerprints. Officer St. Andre then charged her with driving under the influence, according to RCW 46.61.502, and released her. Maggie needed to appear in court in Colfax later. 28:40 Cop seems like Darth Vader with those gloves. 39:14 I am curious what the note he wrote 1:24:10 What a good bf he is! Such a sweetheart!
