On July 17, 2022, at approximately 1:16 AM, Officer Brock Westerman with the Pullman Police Department observed a white 2019 Mitsubishi Outlander driving without headlights in the vicinity of NE Valley Road and NE Providence Court. He activated his emergency lights to initiate a traffic stop, and the driver pulled over on NE Stadium Way near NE Valley Road. He exited his patrol car and made contact with the driver, and she was eventually identified as 19-year-old Alora Mulligan. As he was speaking with Alora, Officer Westerman detected the odor of alcohol and noticed that her passenger seemed highly intoxicated. He called Officer Darren Romero to the scene to administer field sobriety exercises. Based on his suspicion of impairment, he asked Alora to exit the vehicle and perform field sobriety exercises after Officer Romero and Officer Nathan Padrta arrived on scene to assist. Officer Romero started with the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Officer Romero observed 5/6 indicators of impairment. The second exercise was the Walk and Turn test. During the Walk and Turn test, Alora failed to touch heel-to-toe on each step and turned improperly. The final exercise was the One Leg Stand test. During the One Leg Stand test, Alora failed to raise her foot in the proper fashion and put her foot down before the test was complete. Following the field sobriety exercises, Alora was offered the opportunity to submit to a PBT. The PBT results indicated a BAC level of 0.157%. Based on her indicators of impairment, the odor of alcohol, her admission to consuming alcohol earlier that evening, her inability to adequately perform the field sobriety exercises, and the results of the PBT, Officer Romero placed Alora under arrest for driving under the influence. Her passenger Justin Cahoy was transported back to The Retreat by Officer Padrta due to his state of intoxication. After she was placed in handcuffs, Alora was transported to the Pullman Police Department for further processing. At the Pullman Police Department, Alora agreed to submit breath samples. Her first breath samples indicated BAC levels of 0.130 (IR) and 0.137 (EC). Her second breath samples indicated BAC levels of 0.129 (IR) and 0.137 (EC), which were all well above the legal limit of 0.02% for drivers under 21 years of age. Alora was charged with DUI in violation of RCW 46.61.502 and released pending her court appearance. ---------------------------------------------- Please LIKE, SUBSCRIBE, and consider supporting our channel (email us for more information).
